Invocation was given by Reverend Robert Shuler, Jr., of the First Methodist Church.
Each member of the City Council having received copies of the Minutes of the
meeting of November 3, 1958, reading of the Minutes was dispensed with and
approved on motion of Co~]lc~lm~- Hubbard, seconded by ~11 and carried.

Th~ Mayor announced this is the time and place for hearing protests or objections
against the assess,~nt levied for the improvement of Delhi Road and other streets,
in Assessment District No. 197 and asked the Clerk if she was in possession of the
affidavit of publication, affidavit of mailing and affidavit of posting. The
Clerk stated she had the affidavits, and on motion of Councilm~n Hubbard, seconded
by Gould and carried, the affidavits were received and filed. The Vice-Mayor asked
the Clerk if she had received any written protests or objections against the
assessment or ngainst the improvement as constructed or against the proceedings.

The Clerk said that no written protests h~d been received. The Vice-Mayor '
asked if anyone in the audience wished to protest, Mr. Cayelano LuJan, 446 Adams
Street,requested information as to the charges for the work as he had installed
his own curb and sidewalk. The Director of Public Works satisfactorily answered
Mr. LuJan's questions. Robert Castana, 609 ~m~ Street, requested information
as to the price of the sidewalk, curb and blacktopping with reference to his
property. The Director of Public Works also answered Mr. Castana's questions.
On motion of Counctlm~u Hall, seconded by Gould and carried, the hearing was closed.

Councilman Hubbard, seconded by Gould and carried, the following Resolution entitled:
"Resolution No. 58-282 of the City Council of the City of Santa Aha,
California, confirming the assessment for the improvement of Delhi
Road and other streets"
in Assessment District No. 197, was considered and passed by the following vote:

On motion of Councilman Gould, seconded by Hubbard and carried, Prelimtn~ry Record
of Survey Map filed by G. Howard Robertshaw on property situated on the east side
of Grand Avenue beginning at a point approximately 190 feet north of the center
line of Fourth Street, with a frontage of approximately 132.69 feet on Grand Avenue
and a depth of approximately 120 feet, was approved subject to conditions.
On motion of Councilm-n l.l~,.ll, seconded by Hubbard and carried, Tentative Map of
Tract No. 2650 filed by John B. Kilroy, on property consisting of 94 acres located
generally south of Delhi Road, w~st of Fairview Street, north of Segerstrom Avenue
and east of the Pacific Electric Railroad extended, was approved, subject to the
conditions and with the deletion of items 10 and 12, as rec~ended by the Planning
Co,~ ssion.
On motion of Councilman Hubbard, seconded by GOuld and carried, Map of Tract No.
2140 filed by Thcs. W. Andrew and Harold Greenwald for the dedication of Willlts
Street and Forest Avenue, dedicating vehicular access rights on Willits Street and
an easement for drainage as shown on map, and bond in the amount of $13,000.00 were
approved, license tax in the sum of $600.00 accepted and agreement covering improve-
ments was ordered signed.
It was moved by COunctlm,~ Hubbard, seconded by Gould and carried, that escrow in-
strnctions be approved and signed with Howard B. Irwin and Ferne Irwin Fennell, for
a street easement over property on the east side of Main Street south of 16~h Street,
paid
wherein no cash consideration is to ~_/for the land and pavement made of $800.00 for
the cost of relocation and reconstruction of existing improvements.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by ~-11 and carried, the following Resolution entitled:
"Resolution No. 58-2~3 accepting deed where City is paying
cash consideration"

On motion of Councilman ~ubbard, seconded by Gould and carried, the oral request
of B. L. Netcalf was granted for an increase in two driveWay widthsf~ S5 feet to 4B
feet on North Main Street at Metc~lf Plaza.
Commmmication was presented from John E. Bacbm~n, General Contractor, requesting
the matter be taken under advisement reference to Variance Application No. 1006
of Julian Bowles et ux, wherein the existing carports on property at 4lB East
Chestnut Street, in R-2 District, were ordered removed by the Council on November
~, 1958, and on motion of Counc~lm~ Hubbard, seconded by Gould and carried, the
communication was received and filed. Mr. Baebm~n stated he did not wish to tear
down the carports which the Building Department Stated were in violation of the
Building Code. It was moved by Cotmci~m~n M~I, seconded by Gould and carried,
that the matter be reconsidered.

Agent was authorized to advertise for bids for one new Class "A" 1000 gallon Pumper,

was authorized to advertise for:

On motion of Counc~lm~u Hubbard, seconded by Hall and carried, the coemmication
from the Clerk of the Council was received and filed stating that the signatures
of property owners on the additional petition had been verified with the County
Assessor's records and found to be sufficient for street improvements on Baker
Street between Fairview Avenue and Cubbon, ~n~ on that portion of the north half
of Cubbon Street, immediately south of Lots 9 and 11, Tract No. 420, and the petition
was referred to the Department of Public Works for proper procedure and incXmmion
in Assessment District No. 202.

Petitions/signed by approximately 3000 property owners requesting annexation to the
City of property situated west of King Street and its northerly projection, south of
Trask Avenue, east of Ward Street and north of the south line of Smeltzer Avenue,
designated "West Santa Aha Annex". On motion of Couaci]men Hubbard, seconded by
Hall and carried, the petitions were referred to the Clerk for checking as to the
validity of the signatures with the records of the County Clerk's office.

Petitions/signed by approximately 673 property owners requesting annexation to the
City of property located within the area east of the Santa Ama River, north of
Harvard Street, south of First Street and bounded on the east by a line approximately
70 feet east of and parallel to the east line of Center Street, designated "Sullivan
and Edinger Annexation". On motion of Councilman Hubbard, seconded by Gould and
carried, the petitions were referred to the Clerk for checking as to the validity
of the signatures with the records of the County Clerk's office.
On motion of Counc~lm~ Hubbard, seconded by Gould and carried, proper officials
ware authorized to execute contract with the State Employees' Retirement System
reference contract with Coates, Herfurth and k~land, Consulting Actuaries, for
actuarial investigations and valuations.
On motion of Councilman Hubbard, seconded by Hall and carried, the claim of Nordine
C. and Bettye Jean Holder, on behalf of Dean Wayne Holder, a minor, for alleged
injuries sustained while playing in an unfenced portion of Santa Ana Memorial Park
on September 13, 1958, in. the sum of $50,000.00, was referred to the Attorney and
Insurance Carrier.
On motion of Councilm-n Hubbard, seconded by Gould and carried, the written recom-
mendation of the Manager dated November 12, 1~58, for salary step increases for
seven employees, effective December l, 1958, w~s approved.
Chief of Police Allen read a report with reference to the School Safety Patrol
Program in operation since May, 1958, stating there are seven schools involved in
the program and 153 boys in the patrol with all schools having from 21 to 24 boys
in their patrols, and good cooperation has been received from the Parent-Teachers
Association groups. On motion of Counc~lm~ ~ll, seconded by Hubbard and carried~
the oral report was accepted and the Clerk directed to write a letter of c~=.-~ndation

Opinion No. 216 of the City Attorney was presented reference Planning Commissioner's
interest in City contracts, and on motion of Counc~lm~n ~all, seconded by Gould
and carried, the Opinion was received and filed.
On recommendation of the Manager and on motion of Councilman Hubbard, seconded by
Gould and carried, the sum of $4,1]] .00 was authorized to be paid to the RomAn
Catholic Archbishop of Los Angeles, in accor~e~ce with Council policy, covering
the cost of construction of the extra width street abutting the Church property
on Fairview Avenue between 0enter and Clara Streets.
At the oral request of the Manager and on motion of Councilman Hubbard, seconded
by Gould and carried, the Clerk wes authorized to advertise for bids for the sale
of all of that certain real property (Santa Aha City Dump site) located adjacent
to the westerly bank of the Santa Ana River and approximately between Edinger
Street and Smeltzer Avenue extended, consisting of approx~etely fourteen acres,
at a minimum price of $22,000.00; bids to be opened December 1, 1958.
On motion of Co~Ancilm~ Hall, seconded by Hubbard and carried, the City Council
adjourned.
