HomeMy WebLinkAbout79-029EJC: adg 2/12/79 RESOLUTION NO. 79-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA SUPPORTING PASSAGE OF SENATE CONSTITUTIONAL AMENDMENT NO. 2 ENDING COMPULSORY INTER-DISTRICT BUSING IN CALIFORNIA WHEREAS, consultants to the Los Angeles Superior Court have proffered a plan to enlarge the Los Angeles City School District busing plan to include multi-district busing for racial integration purposes; and WHEREAS, the driving time for school children re- siding in the City of Santa Ana who might be forced to travel by bus to the closest Los Angeles City School District school would exceed three (3) hours per day; and WHEREAS, the United States Constitution does not require mandatory busing programs to achieve racial equality unless the school authorities in some manner have caused un- constitutional segregation; and WHEP. EAS, the involuntary busing of children to schools far removed from their homes is economically waste- ful, socially disruptive, and reduces the educational and social benefits of all involved children. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That unless there has been intentional segre- gation by school authorities, large scale forced busing of children to achieve racial equality should not be permitted or condoned because the detriments far outweigh any benefits that might be realized. 2. That Senate Constitutional Amendment No. 2, the "Robbins Amendment," which will end compulsory inter-district busing in the State of California on State Constitutional grounds is hereby supported by this City Council. 3. That the Clerk of the Council is directed to distribute copies of this Resolution to Senator Alan Robbins and to all members of the State legislature representing con- stituents in Orange County.
