RESOLUTION NO. 79-34
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA APPROVING THE DRAFT APPLICATION FOR THE FUNDING OF
THE FIFTH YEAR HOUSING AND COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM FOR THE CITY OF SANTA ANA, AND DESIG-
NATING THE CITY MANAGER AS THE AUTHORIZED REPRESEN-
TATIVE OF THE CITY OF SANTA ANA TO ACT IN CONNECTION
WITH THE AFORESAID DRAFT APPLICATION, TO TAKE ALL
NECESSARY STEPS TO FILE SAID APPLICATION AND TO PROVIDE
SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED BY THE
AUTHORIZED STATE AND REGIONAL CLEARINGHOUSES.
WHEREAS, the City of Santa Ana received approval
of its First Year ($689,000), Second Year ($1,529,000),
Third Year ($2,572,00) and Fourth Year ($2,638,000) Com-
munity Development Block Grant Program applications from the
United States Department of Housing and Urban Development
("HUD") under Title I of the Housing and Community Development
Act of 1974, as amended, and has implemented the programs
for these four years beginning June 12, 1975; and
WHEREAS, in accordance with a written citizen
participation plan, the Community Development Citizen Review
Committee and the Community Development Management Team of
the City of Santa Ana have held a series of four informa-
tional public meetings throughout the community of the City
of Santa Aha in 1978 in order that citizens be provided
adequate information concerning the amount of funds avail-
able for the proposed activities in the Fifth Year Community
Development Block Grant program, and an opportunity to
participate in the development of the Fifth Year Community
Development Block Grant proposed application ("Application");
and
WHEREAS, the Santa Ana City Council on January 9,
1979 held the first of the two mandatory public hearings
that provided citizens an opportunity to articulate their
needs, to make comments on the proposed activities, to offer
alternate suggestions on possible programs for the future
and to participate in the formulation of the Application in
accordance with HUD regulations, 24 CFR 570.303(j); and
WHEREAS, the City Council of the City of Santa Ana
on February 20, 1979, after notice, held the final meeting
of the two mandatory public hearings on the Application; and
WHEREAS, the City of Santa Ana has fulfilled the
federal requirements for the completion of the application
process and this Council now wishes to approve the Applica-
tion and to authorize and direct the City Manager to take
all necessary steps to file the Fifth Year Draft Application
with the State Clearinghouse and the Southern California
Association of Governments ("SCAG") for the requisite A-95
review in accordance with federal regulations.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana:
1. The City Council hereby approves the proposed
Community Development Block Grant Program for the Fifth Year
commencing July 1, 1979, and ending on June 30, 1980, a copy
of which is on file in the office of the Clerk of the Council.

2. The City Manager is hereby designated as the
authorized representative of the City of Santa Ana and
directed to take all necessary steps to forward to the State
and Regional (SCAG) Clearinghouses copies of the Fifth Year
CommunityDevelopment Block Grant Program and Draft Applica-
tion for federal assistance in conformance with the require-
ments of the Housing and Community Development Act of 1974,
as amended.
3. The City Manager of the City of Santa Ana is
hereby directed to act in connection with the aforesaid
Draft Application and to provide such additional information
as may be required by the State and Regional Clearinghouses.
