of the meetings of November 26, 1958 and December 1, 1~58, reading of

This being the date set for hearing on the vacation of certain unnamed alleys
south of Delhi Road and east o~ Main Street, Joseph A. Long, District Manager,
Southern California Edison Company stated he wished to check the area as to whether
or not the Company has facilities at these locations. On motion o~
N~I ~, seconded by Gould and carried~ the hearing was continued until January 5,
1959.
This being the date set for hearing on ~mendment Application No. 263 filed by
Emmet C. and Juna Rogers to reclassify from R.1 District to C-1-PK District preperty
situated on the east' side of North Broadway between the Southern Pacific ~ailroad~
motion of Councllm~u Hubbard, seconded by Hall and carried,
amd Santa.clara Avenue, e~the petitions signed by approximately twenty-two persons
protesting the rezontng of the property were received and filed. Attorney Charles
D. Swanner, 23~6 North Park Boulevard, stated the area is zoned R-1 and that fifty
businesses could be established if the property is rozoned to C-i-PK; Mr. Rogers ,
could withdraw his amendment application and file a Variance in which case the
property owners would know the type of business Mr. Rogers intends to institute.
Arthur Bradley, 2~21 North Park Boulevard said the area typifies the beauty of
Santa Aha and if this amendment application is granted there wi1 ~ be business on one~
side and residences on the other side in an outstanding residential district. :
Mr. B. B. Johnson, 2330 North Broadway~ felt that Mr. Rogers should file a variance
and the property owners expect protection so that their properties will remain R-1.
Mr. Lee Woods, 2311 Riverside Drive, stated Mr. Rogers purchased the property for
speculation, and Dr. P. A. ~heldon, 2301 North Park Boulevard objected to profess-
io~l zoning in this area. Mrs. Arthur Bradley suggested that Mr. Rogers donate

Chief of Police Edward J. Allen presented a Captain's badge to Lieutenant Richard
Pemberton and a Lieutenent's badge to S~rgeant Earrel Davis.
It was moved by Councilman F~l~, seconded by Hubbard and carried, that the Minute
Order dated November 3, 1958, reference Variance Application No. 1006 of Julian
S~lly Bowles, to c~the wording from "to tear down" be changed to "to correct t~
Municipal Code", in regard to the removal of existing carports on property at 413
East Chestnut Street. Councilmeu Markel disq,,ml ified himself. It was moved by
Councilman Hall, seconded by Hubbard and carried, that the matter of the Use and
Occupancy Permit be referred to the Administrative Staff for their determination.
It was moved by Co,,ncilm~n Gould, seconded by Hubbard and carried, that action be
continued until ~anuary 5, 1959 on Variance Application No. 1042 filed by G. Howard
Robertshaw.
On motion of Councilman Hubbard, seconded by Markel and carried, the recommendatio~
of the Planning Commission was approved and Variance Application No. 1047 of Santa
Aha Medical Arts, Inc., granted to permit construction of a medical and dental
center, with pharmacy, restaurant and compatible retail stores on a 15-acre site
situated at the northeast corner of 17th and Lincoln Streets, in R-1 and R-2 Dis-
tricts, subject to conditions.
On motion of Counc~lm~n Hubbard, seconded by Markel and carried, the recc~mendatio~
of the Planning Co~mission was approved and Variance Application No. 1048 of ~
Marie ~arr and Beulah Fay Lee granted to permit the use of property situated at 50~
East Anahurst Place, in R-1 District, for a convalescent nursing home Increasing the
number from five to ten elderly persons, subject to conditions.
On motion of Councilman Hubbard, seconded by Markel and carried, the reco~m~endatioz
of the Planning Co~ission was approved and Variance Application No. 1050 of Fermi!
Chavez granted to permit cons truction of a one-story, two-bedroum dwelling, with
attached garage, on rear of property at 601 East Adams Street, in R-1 District, to
provide new living quarters and to abandon the small quarters back of his store at
this location, subject to conditions.
On motion of Councilman Hubbard, seconded by Markel and carried, the recommendatioz

~A petition was presented signed by fifteen property owners on the east side of
South Cedar Street between St. Andrews Place and a point 415 feet north of the
center line of St. Andrews Place, then north approxfmately 500 feet to end of !'
Street, requesting the subject property be restricted on front yard setback require-
ments to the same setback as their homes, which is 60 feet from the center line of
Cedar Street. Edward Hall stated he proposed to retain the portion south of
Occidental Street extended and dedicate one-half of said street. The Mayor state~
that Preliminary Record of Survey Map, Lot 2 Tract No. 992, shows an easterly ex-
tension of Occidental Street which separates the protestants property and the area
in question of the petitioners, and that Edward Hall has stated he is willing to

east side of Cedar Street between St. Andrews Place and a point ~15 feet north of
the center line of St. Andrews Place, be denied.
On motion of Coanctlm~n Hubbard, seconded by Markel and carried, the c~maunication
from Leonard Ross, 517 North Flower Street, protesting against the installation of
the "No Parking" regulation between 4 and 6 P.M. on North Flower Street, stating
his business has dropped considerably due to the regulation, and report from the
Department of Public Works recommending that no change be made in the parking regu-
lations, were received, filed and the applicant notified of the action.

Orange County Heart Association, Inc., was granted to solicit funds during the

Reverend Dale Davis and Reverend Roy E. Stinson for a Special License to preach at
the northeast corner of Fourth and Bush Streets and to use three or four electric
guitars in connection with the services, on Saturday evening at the hour of 6:00 P.~.,
for an indefinite period, was granted for the times and on the dates set forth in
the application, excluding the use of musical instruments and for a period of si~ty

advising that the estimated population was 76,300 on November l, 1958, an increase
of lO.O~ over the last Federal census taken on October 27, 1956, and on motion of
Councilman Hubbard, seconded by Gould and carried, the certification was received
and filed.
