Invocation was given by Reverend Rhodes Martin of the Spurgeon Memorial Methodist
Church.
Each member of the City Council having received copies of the Minutes of January 5 and January
8~ 1959, reading of the Minutes was dispensed with and approved on motion of Councilman Gould,
seconded by Hall and carried.
Hearing
One-way traffic on
First Street and
on Walnut Street
This being the date set for hearing on one-way traffic on Walnut Street and on First
Street, the Mayor asked if anyone wished to be heard in protest. Attorney Norman H.
Smedegaard, representing the car dealers on First Street, presented letters and
petitions containing approximately 715 signatures protesting against First Street
being one-way, and stated not only the car dealers but other businesses are opposed
to the one-way street; the City will suffer as there will be less sales tax revenue
as the revenue on car sales dropped $35,000.00 in the first quarter 1958. Some of
the owners on W~l~mlt Street desire that one-way traffic be established as they feel
it will enhance property values. By changing the traffic on First Street and Walnut
Street, traffic will increase at the High School and the Headquarters Fire Station
located on Walnut Street will have a problem moving the equilmment out of the station.
Attorney Smedegaard said that First Street should be solved in the same manner as

Fourth Street and should be four lanes instead of one-way. Property o~ners on
First Street are willing to donate their property for the widening, as was done on
North Main Street~ and urged that First Street be made four lanes. On motion of
Councilman Gould, seconded by Hubbard and carried, the petitions were received and
filed. A.C.Munselle, 1004 East First Street, stated he has been in business on
East First Street since 192~, o~ns property on Walnut Street and is opposed to First
Street being one-way. Frank Gelinas, Secretary, Santa Ana Chsmber of Commerce,
said the widening of First Street from Main Street to Harbor Boulevard should be
given first consideration and the dedication of rights of way by property owners
should be considered. Also, by widening First Street, the values of the properties
will be increased and the people should go along with the dedication of the properties.
He suggested that the $304,000.00 balance in the parking meter fund be used for
traffic purposes. Mr. L. L. Barnett, aaid he has been in business at the corner of
East First Street and Maple Ayenue since 19~4 and is willing to donate from 5 feet
to 8 feet of frontage free if the City would widen First Street. Ray Churchill,
owner of a cleaning establishment on First Street, J.E.Preston, 1~29 Bush Street,
owner of property at the corner of First and Orange, and A.H.D~y, automobile dealer~
524 East First Street, were opposed to one-way traffic on First Street~ as it will
cause loss of revenue and devaluation of their properties. Arthur A. May, 7~0
South Birch Street, said that Loan Companies would not care to loan money on property
on First Street if it is a one-way street and suggested widening First Street from
Main to Artesia, and felt that First Street is not too heavily traveled except
around the hour of 4:00 P.M. Ray McCoy, automobile dealer, 1605 West First Street, i
Mr. Cozad, owner of property at Sycamore and First Streets, and James Kelly, owner
of property on First Street, were willing to donate ~property for the widening of the
street. Mar~in Maness, service station operator, First and Broadway, ~equested
information as to the cost of traffic signals at Bristol, Flower, Main and Broadway
and the Manager informed him that it wo~ld be included in a cost figure of $50,000.00
which represents cost of all improvements on Walnut Street. Nathan Rubaloff said
the lots on First Street are shallow, that four-lanes wo~ld not be sufficient to
handle the traffic, necessitating six lanes in four or five years. He expressed the
opinion that the City Administration, having studied the problem, is better able to
Judge what would facilitate the traffic problem. Mr. Gurnee, requested information
as to the cost of widening; if parking meter funds could be used for that purpose,
and suggested that Walnut Street could be made one-way more economically than First
Street. Mr. Rubaloff referred to the petitions signed by 256 persons on Walnut
Street~ previously submitted to the Council, and requested the comments be read.
The Mayor complied by reading some of the comments. The Manager said that Santa
~ua is both a residential and commercial City, that 50~ of the sales tax revenue is
collected within the core of the City; First Street and Seventeenth Street are the
real entries to the City, approximately 12,000 cars a day on First Street and 18, OO0
on 17th Street. Also, a four-lane widening would not be adequate for more than a
few years. It would cost approximately $50,000.00 to make First Street and Walnut
Street one way to provide for 20,000 cars per day. It would cost $800,000.00 to
widen First Street to four lanes to provide for the s~mc 20,000 cars per day. Th~
Mayor declared the hearing closed. Councilman Hall commented that there must be
some other solution than a one-way l~rogrsm. Councilman Markel commented that with
the willingness of the people to give the City sufficient property to widen First
Street, to allow it to be widened to a four-lane highway, he would be 100~ for

opposed to one-way streets, and as a temporary measure suggested taking parking off
of First Street, at the present time. Councilman Gould co~ented that First Street~
has a traffic problem and the cost is the most important factor as to what is done
with First Street and suggested using parking meter money to widen First Street, bu~
does not believe in decreasing the development of other streets for First Street.
Mayor Heinly commented that one-way streets cannot prove that it accounts for loss
of revenue and business since certain other Cities have one-way streets and their
businesses are successful. It was moved by Councilman Hall that Walnut Street be
developed as an altermat~ two-way street to rel1~ the congestion on First Street,
· rith signals at BristOl,Flower, Broadway and Sycamore Streets. Motion lost for
lack of a second. It was moved by Councilman Markel that the Council proceed to
make First Street four traffic lanes and two parking lanes. Motion lost for lack
of a second. It was moved by Councilman Gould, seconded by Hall and carried, that
the Council declare its intention not to establish one-way traffic on First Street
and/or Walnut Street, and that the Manager be instructed to make a survey of the cost
of widening First Street as to the physical construction, the cost of acquiring
additional properties and the amount of such property which will be donated for such
purpose by the owners.

On motion of Councilman Hubbard, seconded by Gould and carried, Map of Tract No.
2650 filed by John B. Kilroy and Long Beach Leasing Corporation, for the dedication~
of Delhi Road, Central Avenue and drainage easements and dedication of all vehicula~
access rights to Delhi Road except street intersections to the City, also dedicatio~
for street purposes Susan Street, reserving the right to subsequently dedicate ease~

the Planning Department that the name of Santingo Avenue be changed to Santiago
Street.

Santiago Girl Scout Council was granted to solicit funds durinG the Cookie Sale

On motion of Councilman Hall, seconded by Hubbard and carried, the request of Santa~
Aha Lodge No. 794, B.P.0.E. was granted for the use of the ~nicipal Bowl on the
afternoons and evenings of May 13th and lhth, 1959, at a fee of $100.00 per day,
and to stage a Circus for the purpose of raising money for Cerebral Palsy.
On motion of Councilman Hubbard, seconded by Gould and carried, the request of
Orange County Society for Crippled Children and Adults, Inc., was granted to solici~
funds and sell paper lapel Easter lilies on the streets, March 20th and 21st, 1959,:i
as a part of the 1959 Easter Seal Campaign.
On motion of CounciLman Gould, seconded by Hubbard and carried, the request of

On motion of CounciLman Gould, seconded by Markel and carried, the claim of Irving
Pass, in the amount of $174.02 for alleged damages to his automobile in a colliSiOn
with a City owned vehicle at the intersection of Ninth and Spurgeon Streets, on
October 30, 1958, was referred to the Attorney and Insurance Carrier.
On motion of CounciLman Gould, seconded by Hubbard and carried, the record of
ambulance calls in Santa Ana from May 4, 195~ to June 19, 1958, submitted by Edith
M. Paine, dba American Ambulance Service, 1202 East Washington Avenue, was received
and filed. On motion of Councilman Hubbard, seconded by Mark~l and carried, the
application for permit of Edith M. Paine dba ~merican Ambulance Service was denied
without prejudice, to refile.
As orally requested by the Manager, it was moved by Counci!m~u Hubbard, seconded by
Gould and carried, that the Council go on record as accepting the completion of the
swimming pool at the Santa Ana College, and the Board of Education requested to als~
accept the completion. ~
