Invocation was given by Reverend Quinn Beebe of the Richland Avenue
Methodist Church.
Each member of the City Council having received copies of the Minutes of
January 19, 1959, reading of the Minutes was dispensed with and approved
on motion of Counctlm~u Gould, seconded by Hall and carried.

Ordinance
Application No. 267 initiated by the Planning Commission, was considered to re-
classify from C-1-PK District to the C-2-PK District property bounded on the north
by Delhi Road, on the east by Main Street, on the south by the Pacific Electric
Railway right-of-way, and on the west by a line approximately ~22 feet west of the
center line of Main Street, and that Sectional District Map 25-5-10 be amended and
approved in accordance with Exhibit "D" to show such reclassification. On motion
of Counct~m-u Hubbard, seconded by Hall and carried, the following Ordinance entitled:

of Santiago Avenue be changed to Santiago Street. Communication was read from the
planning Department advising the owners of property fronting or siding on Santiago
Way do not object to the change of nem~ to Penn Way. The Council having unanimously
waived the reading of the Resolution, on motion of Couac~lman GoUld, seconded by
Hubbard and carried, the following Resolution entitled:

of the Planning Commission was approved for a six months' extension of time on

to permit the erection of three "For Rent" signs on apartments located at 1B52, 1~O2
and 1410 East Fruit Street, in R-~ District.
On motion of Councilman Gould, seconded by Hubbard and carried, the recommendation
of the Planning Commission was approved for a ninety-day extension of time on
Variance Application No. 1007 filed by ~nna M. and Edward L. ~lberts, to permit the
erection of two temporary signs~ 2'~ x 10' in size, in 'order to advertise for a suit-
able t~n~Bt, on property located at the Santa Aha Freeway, 3B6 feet west of Eastwood

On motion of Councilman Gould, seconded by Hubbard and carried, the recommendation
of the Pla~niag Cc~mission was approved and Variance Application No. 1059 filed by
Fairview Homes granted to permit construction of multiple apartment dwellings and
to use Parcels 1 through 25 of Tract No. 270~, on property situated at the north-
west corner of Edinger and Raitt Streets, in R-1 District, subject to conditions.

On motion of Councilman Gould, seconded by Hall and carried, the recommendation of
the p]annt~g Commission was approved and Variance Application No. 1065 of Leaney
Homes granted to permit erection of fifty steEle-family homes with a 20-foot front
yard rather than the required 30-feet of the R-1 District, on a residential sub-
division situated generally wrest of and contiguous to Mabury Street, east of the
prolongation of Wright Street and between 17th Street and Washington Avenue, in R-1
District, subject to a condition.
Communication was read from the Planning Commission recommending denial of Variance
Application No. 1062 filed by George W. ~llison to permit construction of two add-
itional units over garage on rear part of the lot on property situated at 602 South
Ross Street, in R-2 District. The applicant stated his property is located adjacent
to R-3 zoning and requested that the Variance be granted. On motion of Council-
,mn Gould, seconded by Hubbard and carried, the recomw~ndation of the Planning
Commission was approved and the Variance denied.
Communication was read from Attorney H. Rodger Howell requesting that action be
continued until February 16, 1959 on Variance Application No. 1060 filed by Frieda
Belinfante, and on motion of Coll~cilm~n Go~d, seconded by Hubbard and carried, the
request was granted and the communication ordered filed.
C~ication was read from the planntn~ Commission recommending that no action be
taken on request of Mrs. Mark Andrews for a street name. ch-~e of East Fruit Street
to East Ninth Street, and on motion of Councflm~.n Hubbard, seconded by Hall and
carried, the communication was received and filed.
Communication was read from the planning Commtesion reCr,ramending approval of request
of the Deportment of Public Works for vacation of a portion of a public service
easement located approximately 1373 feet south of Delhi Road and approxfmately 654
feet east of Bristol Street for sanitary and storm water sewers, and on motion of
Councilmen Hubbard, seconded by Gould and carried, the commmmication was received
and filed. The Council having ,m-n~m~usly waived the reading of the Resolution,

Resolution entitled:

It was moved by Councilman Gould and seconded by Hubbard that H. Walter Steiner he
nominated as a member of the Planning Commission, due to the resignation of W. K.

It was moved by Councilman Gould, seconded by Hubbard and carried, that the re-
quests of Gabriel Schneider and Frank A. MacIntyre, in regard to the renewal of

On motion of Councilman Hall, seconded by Hubbard and carried· the communication
from Attorney N. H. Smedegaardwas received and filed advising of the formation of
the "First Street Improvement Association", for the purpose of improving, developing
and widen!nE of First Street and that a committee will be appointed to confer with
City representatives and to cooperate in this program.
On motion of Council man Hubbard, seconded by Gould and carried, the following
Ordinance entitled:

It was moved by COll~C~]msn Gould· seconded by Hubbard and carried, that the City
Council declare a recess for fifteen minutes and resolve, as a committee of the
whole, to retire to the Mayor's Office and invite Frank A. MacIntyre and Gabriel
Schneider, Taxicab Drivers, to attend.
The meeting was called to order by the Vice-Mayor at 9:10 P.M.

Department reference application~of Frank A. MacIntyre and Gabriel Schneider for
renewal of their respective 1959 taxicab driver's permits, be received and filed.
It was moved by Councilman Hubbard, seconded by Gould and carried, that the matter
of the appeal of Gabriel Schneider for review of refusal of the Police Department
to grant a renewal of his 1959 taxicab driver's permit was heard, that the findings
of the Police Department be set aside and he be granted a renewal of his taxicab
driver' s permit.

It was moved by CO~lctlman Hubbard, seconded by Gould and carried, that the matter
of the appeal of Frank A. MacIntyre for review of refusal of the Police Department
to grant a renewal of his 1959 taxicab driver's permit was heard, that the findings
of the Police Department be set aside and he be granted a renewal of his taxicab
driver' s permit.

On motion of Councilman Hubbard, seconded by Gould and carried, proper officials
were authorized to e~ecute agreement dated Feb~-,a~y 2, 1959, with Kenneth C. Price,
Marcia Price and Eva E. Price, to pay to the City the stem of $~O0.00 an acre for
drainage structures on approximately ~lO acres of land lying along the easterly
Da-w of the Santa Aha River south of First Street.
On motion of Councilman Gould, seconded by Hubbard and carried, the City Council
adjourned.
