Each member of the City Council having received copies of the Minutes of
February 16, 1959, reading of the Minutes was dispensed with and approved
on motion of Councilman Hubbard, seconded by Gould and carried.

This being the date set for hearing on the vacation of a small portion of a public
service easement located Just west of Baker Street, approximately 1375 feet south
of the center line of Delhi Road; no protests were received and on motion of

The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Gould, seconded by Hubbard and carried, the following Resolution entitled:

whether the public convenience and necessity require the improvement of Towner
Street and other streets, in Assessment District No. 202, and asked the Clerk if
she was in possession of the affidavit of publication and affidavit of posti~g~ The
Clerk stated she had the affidavit of publication and affidavit of posting, and on
motion of Councilman Gould, seconded by Hall and carried, the affidavits w~re
received and filed. The Clerk stated there were no written protests. The Mayor
asked if there were any oral protests, and there being none, on motian of Council-
man Gould, seconded by Hall and carried, the hearing was closed. The Council

The Mayor annOunCed this is the t~,~ and place for hearing protests or objections
against the assessment for improvement of Sixth Street and Hawley Streets, in
Assessment District No. 203 and asked the Clerk if she was in possession of the
affidavit of publication, affidavit of mailing and affidavit of posting. The Clerk
stated she had the affidavits, and on motion of Councilman Gould, seconded by
Hubbard and carried, the affidavits were received and filed. The Mayor asked the
Clerk if she had received any written protests or objections against the aseessment
or against the improvement as constructed or against the proceedings. The Clerk
said that no written protests had been received, Charles Wilcox, 2430 West Sixth
Street, protested as to the charge of the assessment as he had considerable less
frontage and less work done as compared to his neighbour whose assessment charge
was a lessor amount. The Director of Public Works explained that the spread is
based on the work act,,-lly done with the exception of the corner lot which is spread
on the basis of frontage plus 10~ of side property. On motion of Councilman Gould,
seconded by Markel and carried, the hearing was declared closed. It was moved by
Councilm~n Hubbard, seconded by Markel and carried, that the protest of Mr. Wilcox
be overruled and denied. The Council having ,,n~uimously waived the reading of the
Resolution, on motion of Councflmmu Hubbard, seconded by Markel and carried, the
following Resolution entitled:
"Resolution No. 59-~6 of the City Council of the City of Santa Ana
confirming the assessment for the improvement of Sixth Street and
Hawley Street"

A petition was read signed by eleven property owners requesting that the alley
located between Logan and Lincoln Streets, facing Nashington Avenue, be terminated
as it is contributing to Juvenile delinquency. RichArd Salgado, 1015 Logan Street,
stated he has registered two complaints with the Police Department regarding the
conduct of users of the alley, and if the -11ey is closed, the property owners intend
to fence their properties. On motion of Counctl,~Gould, seconded by Hall and
carried, the petition was received and filed. On motion of Counc$1man Gould,
seconded by Hubbard and carried, the matter was referred to the Staff for report
and referral to the planning Commission, if necessary.
On motion of COunCilman Gould, seconded by Hubbard and carried, Map of Tract No.
2762 filed by D. & L. Homes, Inc., for the dedication of Townley Street, Marty Lane,
River Lane, Sharon Road, McEvoy ~ne, Park Lane, Marcella Lane, Lorella Lane and a
and bond in the sum of $84,000.00,
portion of Garden Grove Boulevar~z/was approved, license fee in the sum of $2850.00
accepted and agreement covering improvements ordered signed.

subject to conditions.
On motion of Councilman Gould, seconded by Hubbard and carried, Preliminary Map
filed by Mamie H. West et aL rearranging lot lines affecting four lots between
Broadway and Victoria Drive, approximately 630' south of Santa (~ (2117 Victoria
Drive,) was approved subject to conditions.
On motion of Councilman Hubbard, seconded by GOuld and carried, Preliminary Record
of Survey Map submitted by J. B. Shamel and Al'thur C. Davis dividing into three
lots property located at the southeast corner of Chestnut and McClay Streets, was
approved subject to conditions.
On motion of Councilman Ma]~, seconded by Markel and carried, the recommendation
of the Planning Commission was approved and Variance Application No. 1068 filed by
Midco Corporation granted to permit erection of a sign, 10' x 18', in size, to
advertise the sale of homes in Greenville Estates, Tracts 2041 and 2260, on property
situated at 2028 Greenville Street, in R-1 District, subject to conditions.
On motion of Councilman Hubbard, seconded by Hall and carried, the recommendation
of the Planning Commission was approved and Variance Application No. 1069 filed by
John E. and Adelaide D. Dauiell granted to permit construction of a new building in
place of existing building, on property situated at 702 East 17th Street, in
District, to be used for offices of Doctors, Dentists, Attorneys, Accountants,
Engineers, Architects, Real Estate and Insurance Brokers, Agents and Saleamen; and
other similar business offices; also erect a lighted sign 6' x 12' in size, either
on the west side of the building or on the roof; and erect 12 square feet of sign
for each office, the parking area to be provided as shown on plot plan, subject to
conditions.
On motion of Cou~lcilman Gould, seconded by Hall and carried, the reconm~ndation of
the Planning Con~nission was approved and Variance Application No. 1070 filed by
Pete A. and Cecelia N. 0rosco granted to permit erection of a three-bedroom house,
consisting of 1360 square feet, on front portion of property consisti~ of Lots 31
and 32, decreasing the distance between the new buildings and the existing dwelling
on rear portion of the property from the required 15 feet to 13.8 feet, on property
situated at 2056 Standard Avenue, in R-1 District.

Coe~nission were approved and extensions of time granted on the following Variance

Ninety day extension of time on Variance Application No. 995 filed by Santa Maria
~ Pump and rm~01ement Company to permit construction of a gasoline service station on
property situated at 2238 Y~nolia Avenue and 2235-2239 Bristol Street, in R-1 and

It was moved by Counc~lm~u Hubbard, seconded by Gould and carried, that a hearing
be set on April 20, 1959, at 7:30 P.M., in regard to recommendation of the Planning
Commission reference adoption of Sectional District Map 1-5-10, ~hibit A, which
repeals Districting Maps 13, 14, 17 and 18.
On motion of Counci~m~n Hubbard, seconded by Gould and carried, the communication
from the Planning Ccmmaission was received and filed recommending approval of proposed
annexation to the City of territory designated "Delhi and Greenville S. W. Annex"
located at the southwest corner of Delhi Road and Greenville Street, consisting of
approximately 26 acres.

co~unication from the Orange County Street Naming Co~ittee and copy of a Master
Plan of Street Names for ~_~ter~l Highways and their request for co~ents and
already
suggestions at an early date so that they can coordinate with changes/under way.
The Commission was directed to give an inforraaA opinion to the CoUncil indicating
they do not favor the cbenging of First Street to Bolsa Avenue or 17th Street to
W~sl~inster Avenue, but that they would look more favorably upon the change of
McClay Street and Grand Avenue to Glassell Street, and Memory fane to Garden Grove
Boulevard. It was moved by Couac~me~ Gould, seconded by Hall and carried, that
the matter be continued until March 16, 1959.
Communication was read from the Planning Commission recommending denial of request
of Edward Pankey that Pankey Street he renamed. On motion of CouncJ !me~ Hubbard,
seconded by Gould and carried, the recommendation of the Ple~tng C~m~ission was
approved and the request to rename Pankey Street was denied. It was moved by
Councilman Hubbard, seconded by Markel and carried, that the matter be reconsidered.
It was moved by Councilman Gould, seconded by Hall and carried, that the matter be
continued until March 16, 1959.

The ~anager orally reported he had contacted the owner of the M & W Bus Lines, in
regard to the application before the Public Utilities Commission for relocation of
terminal and rerouting, and it is his opinion it is not possible for the City to
take any action to br~ng the N & W Bus Lines ba~k into the Union Bus Termlnal, nor
deny them the right to use the street. It was moved by Counc~lm~n Ral 7, seconded
by Hubbard and carried, that the oral report of the ~nager be accepted and no
action be taken in the matter.
Mayor Hetnly stated that A, H. Allen, member of the Metropolitan Water District,
has requested the City Council to go on record as opposing the establiskment of
recreatior~l facilities in the Lake Matthews district. ~t was moved by Counc~lm-n
~arkel, seconded by N~ ~ and carried, that the City Council go on record as opposing
the establishment of recreatio-e~ facilities in the v~ke Matthews area.

On motion of Councilman Gould, seconded by Na~ ~ and carried, Mayor Dale H. Beinly
was granted permiesion to,leave the State from March 9, 1959 to March 19, 1959.

Hubbard and carried, the plans and specifications were approved for the remodeling
work to be done on the third floor of the City Hall to provide additional space for
the Mayor's Office and the l~ing Department and the Purchasing Agent authorized
to advertise for bids to be opened March 16, 1959.
On recommendation of the M~n~ger and on motion of Councilman Gould, seconded by
Hubbard and carried, the plans and specifications were approved for the reconstruction
of Oak Street between Bishop and M~e Streets, Project C-3B, and the Purchasing
Agent authorized to advertise for bids to be opened April 6, 1959.

Wa] 1 and carried, authorization was granted for a ch-~e order increasing the amount
to $605.~1 for the reconstruction of storm drain on Delhi Road between Diamond

Markel and carried, authorization was granted for a change order increasi~ the
amount to $16~7.69 for the reconstruction of 17th Street between Bristol Street and
College Avenue, and Towner and Baker Streets, Project Nos. 104 and 109.

Hubbard and carried~ authorization was granted for a ch~Ee order increasing the
total amount to $11,741.97 for r~construction of center 20 feet of paving on King
Street from 600 feet north of 9th Street to 17th Street, Project No. C-29.
