There will be a rental charge for all other users of $15.00 per hour made payable to the City of Santa Ana. Groups charging an entry fee or donation will have an additional rental fee of 10% of gross monies collected, unless as a non profit organization. If the organization does not meet the definition of "charitable" or "religious" as defined in Chapter 26 of the Santa Ana Municipal Code, and does not have a non profit I.R.S. number, it will be classified as profit making and must pay the additional 10% fee. For such items for which a regular established price is unavailable, the Department Head, in collaboration with the Director of Finance, may establish a price consistent with the cost of printing and preparation thereof. The Director of Finance shall report such exceptions to the City Manager. It shall be the responsi- bility of the City Manager to review such costs annually and make such recommendations to the City Council as required to keep the changes consistent with the costs. All governmental agencies and their official representatives shall be exempt from paying these charges for single copies for official use.
