A RESOLUTION OF TEE CITY COUNCIL OF THE CITY OF SANTA ANA
FIXING AND ESTABLISHING THE COMPENSATION FOR THE OFFICE OF
CITY MANAGER OF THE CITY OF SANTA ANA, EFFECTIVE JULY 1, 1979~
AND REPEALING RESOLUTIONS INCONSISTENT HEREWITH
WHEREAS, on August 9, 1979, the City Council of the
City of Santa Ana approved memoranda of understanding between
the City of Santa Ana and its recognized employee associations;
and
WHEREAS, on August 24, 1979, the City Council further
approved compensation adjustments for unrepresented executive
and middle management employees, with certain exceptions
which included the City Manager; and
WHEREAS, the City Council intended, and now intends, to
adjust the salary and to continue and to add to certain
employee benefits applicable to the Office of the City Manager,
hereinbelow specified, effective from and after July 1,
1979.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Santa Aha:
1. That the salary for the Office of the City Manager
of the City of Santa Aha is hereby fixed and established at
$4104.00 per month.
2. That said salary shall be paid in the same manner
and at the same times as other monthly salaries in the City
are paid, and shall take effect and be paid from and after
July 1, 1979.
3. That the City shall pay to the Public Employees'
Retirement System on behalf of the City Manager an amount
equal to five percent (5.0%) times the compensation upon
which such retirement contributions are calculated. Such
payments are not an increase in base salary.
4. In addition to the salary hereinabove fixed and
established for said office, said officer shall receive, as
additional compensation, the following employee benefits:
(a) Deferred Compensation
Said officer shall receive as deferred compensation
an amount equal to one percent (1%) of his or her monthly
salary. The amounts contributed by the City under this pro-
vision shall be subject further to the conditions that:
i. Said officer shall not have any vested
right in the amounts contributed by the City until termina-
tion of employment with City;
ii. City will pay the total amount of contri-
butions plus any earnings thereon to said officer upon ter-
mination, resignation, retirement, dismissal or death.
(b) Nealth Insurance
The City will contribute the following amounts
toward the payment of the premiums for said officer and
dependents, if applicable, under the existing health insurance
program (or a new program providing substantially similar
coverage and benefits):
i. If the officer aforesaid does not have
dependents included under the program, one hundred percent
(100%) of the premiums.
ii. If the officer aforesaid has dependents
included under the program, an amount equal to ninety percent
(90%) of the total premium applicable to the "family plan"
covering said officer and his or her dependents.

(c) Dental Insurance. The City will continue to
contribute up to a maximum of fifteen dollars and thirty-two
cents ($15.32) per month toward the payment of premiums for
dental insurance plans provided by the City for said officer
and any eligible dependents.
(d) Dis~__bilit_~. Insurance. The City will continue
to pay the full premium for the existing long-term disability
plan provided by the City for said officer.
(e) Life Insurance. Effective September 1, 1979,
or as soon thereafter aa practicable, the City will seek to
amend the group term life insurance policy it maintains on
behalf of its employees in order to provide said officer
with term life insurance coverage in an amount equal to
twice said officer's annual rate of salary, provided said
officer can provide evidence of insurability if so required.
Said life insurance coverage shall include an Accidental
Death and Dismemberment (AD&D) provision. The City will pay
any reasonable additional premium cost to provide such life
insurance coverage at no cost to said officer.
In the event that said officer is determined to be
ineligible for life insurance coverage in an amount equal to
twice the annual rate of salary the City will attempt to
provide as much additional coverage above existing amounts
as may be obtained without said officer having to provide
evidence of insurability, but in no case shall the amount of
coverage be less than the existing $20,000 AD&D coverage.
(f) ~_~ver Benefits. In addition to the bene-
fits specified in subparagraphs (a) through (e) hereinabove,
said officer shall receive any and all benefits accorded un-
represented executive management employees of the City who
are miscellaneous members of the Public Employee's Retirement
System (P.E.R.S.).
5. Resolutions No.
adopted on February 20, 1979 and April 2,
and any and all ~ther resolutions of this
herewith, are hereby repealed.
