WHEREAS, the Community Redevelopment Agency of the City

WHEREAS, the City Council of the City of Santa Ana has

Project, hereinafter referred to as the "Redevelopment Project";
and
WHEREAS, the Agency has found on the basis of the Initial

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA, AS FOLLOWS:
The City Council hereby finds and determines that:
1. Neither the approval nor the implementation of the
proposed Agreement will cause substantial changes in the Redevel-
opment Project, or with respect to the circumstances under which
the Redevelopment Project is to be undertaken, which will require
major revisions in the Environmental Impact Report previously
adopted for the Redevelopment Project due to the involvement of
new environmental impacts not covered in said previous Environ-
mental Impact Report.
2. No new information of substantial importance to
the Redevelopment Project has become available which shows that
the project to be undertaken pursuant to said Agreement will have
one or more significant effects not discussed previously in the
Environmental Impact Report; or that significant effects previ-
ously examined will be more severe than shown in the Environ-
mental Impact Report; or that mitigation measures or alternatives
previously found not to be feasible would in fact be feasible and
would substantially reduce one or more significant effects of the
Redevelopment Project; or that mitigation measures or alternatives
which were not previously considered in the Environmental Impact
Report would substantially lessen one or more significant effects
on the environment.
