RESOLUTION NO. 79-190
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA DECLARING ITS INTENTION TO ABATE ALL
ILLEGAL PRACTICES INVOLVED IN "CRUISING" STREETS
WITHIN THE CITY OF SANTA ANA; DIRECTING T~E CHIEF
OF POLICE TO ENFORCE ALL APPLICABLE LAWS AND
ASSIST THE HUMAN RELATIONS COMMITTEE: AND DIRECTING
THE HUMAN RELATIONS COMMITTEE TO MONITOR THE
ABATEMENT PROGRAM AND TO MAKE PERIODIC REPORTS TO
THE CITY COUNCIL ON SAID PROGRAM.
WHEREAS, the safe and lawful use of the streets is
an important goal of local government; and
WHEREAS, the activity known as "cruiSing" the
streets frequently and consistently gives rise to u~s~fe and
unlawful use of the streets in violation of, among others,
california Vehicle Code Section 22400a and Santa Aha.Municipal
Code Section 36-118; and
WHEREAS, the City Council is opposed to such
unsafe and unlawful use of the city streets,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA.
1. The Chief of Police is hereby directed to use
all resources as are required to enforce all the pertinent
provisions of law and do all things within his means to
lawfully cause the cessation of the activity known as "cruising"
from occurring on the city streets or elsewhere within the
city limit of the City of Santa Ana.
2. The Chief of Police is hereby authorized and
empowered to carry on all activity herein prescribed to
abate "crusing" as rapidly as feasible, with the resources
necessary, without further policy direction from this Council.
3. The Human Relations Commission is hereby
directed to monitor the abatement actions undertaken by the
Chief of Police and to report to the City Council by causing
its chairman to make such periodic reports to the Mayor as
the Mayor deems appropriate, but not less than one such
report shall be made monthly.
4. The Chief of Police is directed to provide
whatever assistance and cooperation are needed by the Human
