A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA APPROVING AND RATIFYING EXECUTION ON BEHALF OF THE
CITY OF SANTA ANA OF AN AMENDMENT TO COOPERATIVE AGREEMENT
NO. 3452 DATED MARCH 15, 1978 BETWEEN THE CITY OF SANTA
AND AND THE STATE DEPARTMENT OF TRANSPORTATION
WHEREAS, this Council heretofore approved on March 15, 1978, Local
Agency-State Cooperative Agreement No. 3452 for right of way acquisition services
by the State on First Street between Bush Street and Standard Avenue; and
WHEREAS, said agreement provides for relocation services as necessary
to be performed by the State; and
WHEREAS, it now appears that certain relocation problems will require
the use of Last Resort Housing in their solution, and the State has requested
authority to prepare a Last Resort Housing plan for making the required housing
available and proposed implementation of the plan; and
WHEREAS, said agreement provides for any and all necessary proceedings
in eminent domain to be performed by the City; and
WHEREAS, it is the desire of the State to prepare Last Resort Housing
plans as necessary and to review and approve appraisers employed and appraisal
reports prepared by the City's consulting appraisers for condemnation appraisals;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA: That this Council does hereby approve and ratify execution on
behalf of the City by the Real Property Agent of that certain "Amendment
to Agreement No. 3452 dated March 15, 1978 between the City of Santa Ana and
the State of California", a copy of which is attached hereto and incorporated
herein by this reference.

The STATE shall prepare and implement,:=r_~st Resort
Housing" plans as required, to displacees of the
project. The CITY shall participate in the capital
and support costs in said "Last Resort Housing':
assistance on the same basis as mentioned in
Section III~ Clauses 1, 2:3 and 4 hereinabove.
~ot~ithstanding any other provisions of this
~reement~ if the-Ci~f proceeds with conde~uatlon
action and it is necessary to employ independent
.appraisers~ the CITY_ shall employ an appraiser
with qualifications acceptable to the STA~ for
the appraisal of the required parcels. The
shall provide the STATE ~ith a copy of its contract
with said appraiser for the STATE:S renfrew and
approval. Said appraiser shall work %mder the
supervision of the STA~ and shall perform his
services in accordance with all of the orovisions
as stated iu Section Iii~ Clause 6 of t~isAgreement.
Said appraiser shall be responsible for the prepa-
ration and the CITY shall deliver to tbs STA~
required'appraisals for revie~ by the STA~. The
STATE shall, upon written notice by.the Ci'~f~ re-
open negotiations based on the approved appraisal.
