July 20, 1959, reading of the Minutes was dispensed with and approved on

This being the date set for hearing on Amendment Application No. 277 initiated by
the Pl-nning Commission, amending Sectiona~l District Map 23-5-10, Exhibit B, and that
the property bounded by a line: formed by the w~sterly extension of Wilshire Avenue,
a line extending generally in a southerly direction from 6%,11ivan to Greenville

was introduced, considered and placed on file for second reading.
This being the date set for hearing on Amendment Application No. 278 filed by James
A. Freeman to amend Sectional District Map 1-5-lO, Exhibit C, and to reclassify from
the R-1 and R-2 Districts to C-1-P~ District, property situated approximately 215
feet north of the center line of Seventeenth Street on the east side of Bristol Street;
approximate size of the property involved is 78 feet by 410 feet. Mr~.Leroy Stoltz,
owner of property at 1226 W. 18th Street, spokesman for a group 'of persons, objected
to the granting of this reclassification for the reason that the homes in this area
are in the $20,000.00 to $30,O00.00 price class, is a fine residential area and should
be retained as such. M~. Earl Jabs, 12B4 W. 18th Street, and Mrs. Evelyn Scarnecchi,
1230 W. 18th Street, stated the property values of the residential property in question.

this Amendment is approved. On motion of Councilman Gould, seconded by Brewer and

This being the date set for hearing on Amendment Application No. 276 initiated by
the Planning Commission, and to amend Sectional District Map 22-5-10, Exhibit C, and
to reclassify property generally fronting on the north side of Edin~er Street between
Clinton Street and·Sullivan Street, frc~ the R-1 District to R-2- and C-1-P~ Distr~ ~ts;
said property is bounded by the easterly extension of Smeltzer Avenue, Harbor Boulevard,

This being the date set for hearing on the following amendments to the adopted Master
Plan of Streets and Highways:
(1) The extension of Segerstrom Avenue as a secondary highway (84 feet
of right-of-~ay~ fr~a Harbor Boulevard to Newhope Street,
(2) Chauge Delhi Road, between Bristol Street and Standard Avenue, from
a secondary highway (80 feet of right-of-way) to a primary highway
(94 feet of right-of-way); and it is proposed that this portion of
Delhi Road be a four-lane divided highway, and
(3) Change Fourth Street, between the Santa Aha Freeway and Thstin
Avenue, from a secondary highway (~4 feet of right-of-way) to a
prfmery highway (100 feet of right-of-way),
the Mayor stated a hearing will be held on the extension of Segerstrom Avenue as a
secondary highway (84 feet of right-of-way) frc~ Harbor Boulevard to N~ Street;
no protests were received and the hearing was closed. The Mayor stated a hearing
will be held on the change of Delhi Road, hetw~en Bristol Street and Standard Avenue,
from a secondary highway (80 feet of right-of-way) to a prfm,ry highway (94 feet of
right-of-way), and it is proposed that this portion of Delhi Road he a four-lane
divided highway. Charles Ahernathy, 909 East Delhi Road, Mrs. Helen Miles, 2246
Cedar Street, Mrs. Jane Debrow, 230 East Delhi Road, and A. J. Ortega, 120 Delhi Road,
protested the widening of Delhi Road to a four-lane divided highway for the reason
that it would increase t~mffic and create a traffic hazard for the school children.
Fourteen persons stood in protest. The Manager explained the reasons for the
proposed adoption of the Master Plan of Streets and Highways. ~e Mayor declared
the hearing closed. The Mayor stated a hearing will be held on the change of
Fourth Street, het~een the Santa Aha Freeway and Tastin Avenue, from a secondary
highway (84 feet of right-of-way) to a primary highway (100 feet of right-of-way);
no protests w~re received and the hearing was closed. The Council having unanimously
waived the reading of the Resolution, on motion of Councilman Hubbard, seconded by
Hall aud carried, the following Resolution entitled:

This being the date set for the continued hearing to amend Section 9211-M-1 (Manufact-
uring District); Uses permitted, Subsection (a); and Section ~212-M-2 (Manufacturingi
District); Uses permitted, Subsection (a); Said Subsection (a) of Section 9211 shall!
be amenueu to reau as follows: (a) All uses permitted in P, C, C-1 and C-2 District,s
but under the same limitations and restrictions as specified in Sections governing
same and specifically prohibiting new residential subdivisions and any residential
use other than that which is clearly and t~tionally incidental to a principal use
permitted in this Section. Subsection (a) of Section 9212 shall be amended to read

This being the date set for hearing to establish right of way lines along portions
of Fifth Street, McClay Street and Grand Avenue, the Mayor stated a hearing will be
held on establishing right of way lines along portions of Fifth Street. Charley
Wolfe, 313 East Pine Street, spoke on behalf of his sister who owns .acreage at 12692
West Fifth Street and requested information as to why that property was not included
in the recent annexation. }{is questions were satisfactorily answered by the
Manager. Mr. C. L. Burnett, ~ll72 West Fifth Street, questioned why the street
and
should be widened as it is a dead end street~ Mr. Jeff Flores~ Mr. Hurry Bec~m~u
requested information as to the purpose of future right of way lines and all questio]
were answered by the Manager. The hearing was declared closed. The Mayor stated
a hearing will be held on the establishing of right of way lines o~ McClay Street.
Mrs. Stanley Gunther, Mrs. Geraldine Douglas and Mr. Robert Douglas, stated there
is. a curve on McClay Street and requested information as to whether this will be
corrected if the right of way lines are established. All questions were answered
by the Manager. The hearing was declared closed. The Mayor stated a hearing will
be held on the establishi~ of future right of way lines on Grand Avenue; no protest~
were received and the hearing was declared closed. On motion of Councilman Hubbard
seconded by Hall and carried, the following Ordinance entitled:

was introduced, considered and placed on file for second reading.
~J~Petition signed by 17 persons requesting "No Parking!' signs in the 1000 block Cypres~
petition presented by Mrs. Leonard signed by lB persons requesting the parking
restriction in effect on Cubbon Street be eliminated during the day-time and petitio~
signed by 24 persons requesting consideration regarding making any change in the
parking situation as it now stands on Cubbon Street betl~n Main Street and Cypress
Avenue, with the exception of ill East Cubbon Street and the "Kwik Snak" drive-in,
were again presented. Mrs. Mary Pavelich, 1001 South Main Street, owner of the
"Kwik Snak" Drive-in stated their parking space is limited, her trade is mostly
teen-agers and the people on Cubbon Street need the parking restriction now in effect;
she employs two boys who sweep the sidewalks of the litter and requested a loading
zone, if possible. W.J.Julian, 928 Cypress Street, stated this is a serious probl~
and requested that parking be restricted to one hour; the behavior of the teen-ager~
and
their
language is insulting and objected to the installation of loading zones

Mrs. Blanche Bacon, 114 East Cubbon Street, favored the parking regulation as now I
in effect and said that before the parking ban the parking spaces were occupied by
all-day parkers. Mr. L.F.Slabaugh, 101 E. Cubbon, objected to removing the parkin~
regulation and made reference to the disgraceful behavior of the teen-ngers. William
Sides, owner of the Beverly Apartments, stated two of his tenants moved account of
the noise and conduct of the teen-agers in the area and favored a "No Parking"
restriction at night. The Manager of the Beverly Apartments stated that removing
the parking on Cubbon Street, will decrease the value of the properties and requeS d
the parking regulation remain. The hearing wes declared closed. The Council having
unanimously weived the reading of the Resolution, on motion of Councilman Hall,
seconded by Hubbard and carried, the following Resolution entitled:
"Resolution No. 59-201 concerning parking limitations and curb

Communication wes read from the Planning Co~nission recommending denial of Variance

on property situated on both sides of Cedar Street, extending from Edinger Street
to Hobart Street, in R-1 District. Attorney Walter H. Steiner, representing
Mr. Kenneth Feather and Elite Sales Corporation, suggested that the Variance be

Tract Map 3505 filed by Harry Tancrodi on property owned by S.J.Duhart croating 24
single-family lots located generally south of 17th Street and east of Linwood Avenue,
subject to conditions. M~. S.J.Duhart objected to the dedication of this property
and to changing the irrigation pipe line which belongs to the Santa ~na Valley

and an additional bond has been obtained by Dike and Colegrove to guarantee the
removal of this blacktop and the placing of street barricades as required by the

Mayor Dale H. Heinly announced he is resigning as Mayor, effective August IV, 1959,
but intends to re,in on the Council and requested that a new Mayor be selected.
Mayor Heinly relinquished the Chair. Councilman Hall assumed the Chair. Mayor
Heinly nominated Counc~lm-- B',~]] as M~yor effective August 17, 1959. On motion of
Councilman Hubbard, seconded by Gould and carried, the resignation of Dale H. Neinly,
as Mayor, effective August 17, 1959, was accepted with regrets. Mayor Heinly
nominated Councilm~n Hall as Mayor to be effective August 17, 1959.
