A RESOLUTION OF THE CITY COUNCIL 0¥ THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO CHANGE THE CLASS TITLE
OF PERSONNEL CLERK TO PERSONNEL CLERK II AND TO ADD THE
NEW CLASS TITLE OF PERSONNEL CLERK I
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all offi-
cers and employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa
Ana requires the City Manager to prepare, install and maintain a position classi-
fication and pay plan subject to Civil Service Rules and Regulations and the
approval of the City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, in order to restructure the clerical and para-professional support
series of classes assigned to the Personnel Department for the purpose of improving
efficiency and effectiveness while reducing the budgeted costs of such services,
it is now desired to change the title of an existing class and to add a new class
title to the City's Classification and Pay Plan:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana:
1. That Section 3 of Resolution No. 58-281, as amended, is hereby further
amended by:
a. Changing the class title of Personnel Clerk to PERSONNEL CLERK II;
and
b. Adding, in proper alphabetical sequence, the class title of PERSONNEL
CLERK I; and
c. Assigning, in accordance with the recently-adopted two-year salary
adjustment plan, the new class of Personnel Clerk I to the salary rate ranges on
the effective dates as next herein set out:

PERSONNEL CLERK I
DEFINITION
Under general supervision, performs a variety of difficult specialized personnel,t
work involving responsible public contact, the skilled operation of word process:
--~ment; and the preparation of processing and security of data, information and
of a sensitive or confidential nature.
EXAMPLES OF DUTIES
Prepares, processes, records and ensures confidentiality and security of applicant;~nd
equal employment opportunity data, employee personal data records, exam scores, em~l~fment
eligibility lists, employee performance evaluation reports, adverse action documeneation,
and other personnel records of a sensitive or confidential nature; types, duplicates and
controls security of employment tests; computes and records exam scores and prepares eligible
lists; notifies candidates of exam results; prepares and maintains exam history folders,
including application forms and resumes, interview rating sheets, test results, and E.E,O.
documentation; interprets and explains regulations, policies and procedures pertaining ~o
the City's rec~itment, selection and certification processes; certifies eligibles fa
appropriate eligible lists to appointing authorities; compiles, verifies, maintains,amd
prepares reports regarding personnel inventory, turnover statistics, EEO data, and ~ther
workforce data; explains employee benefits and policies regarding conditions of employment
to applicants, employees and the general public, assists in compiling, preparing a~d main-
taining data and information pertaining to the development and presentation of manag~ment'~
positions regarding employer-employee relations matters; prepares routine correspondence
for signature; and perform~ a variety of other general and specialized personnel clerical
work as required. '',~'
DISTINGUISHING FEATURES OF THE C~SS , ?
The essential characteristic of the work of this class is the performance of co~lex~%er-
ical duties involving resoonsibility and accountability for the preparation,
and security of personnel data, information and material of a sensitive and
nature. The work requires accuracy, consistency, scrupulous attention to detail a~d
procedures, and the frequent exercise of mature judgement and discretion based on~o~tedge
of established regulations and policies gained through specialized on-the-job
experience. Work is reviewed through internal controls and observation of resul~ ac~eved.
RECOM~ENDED MINIMUM QUALIFICATIONS .} ~ :
Education equivalent to graduation from high school, including or supplemented my~. .
coursework in typing, office practices, business english or arithmetic; and three'years of
progressively responsible clerical experience, including one year in a personnel
or any combination of training and experience which provides the following knowle~ge~s~tlts
Considerable knowledge of: business english, punctuation, spelling and arithmet~;~ec~i
office practices, procedures, equipment and standard clerical techniques. Good ~w~edge
of the basic functions and activities of a centralized personnel office. Ability to.
type at a corrected rate of no less than 50 words per minute from clear copy; type
and accurately from machine transcriptions; operate word processing equipment and other
modern office equipment; perform assignments with minimum supervision; learn, interpret,
explain and apply w~th consistency, regulations, policies, and procedures; maintain ~cur{~y
and confidentiality of data, information and materials of a confidential nature; use cbrre&t
grammar, and spelling; make accurate and rapid computations and comparisons; establi~h and-
maintain effective public relations, including handling sensitive situations with ~ a~d.
discretion; and maintain moderately complex records and orepare accurate reports ~r~
records and other source data.
