A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS
TITLE OF PARKS RENOVATION SUPERVISOR FOR THE PURPOSE OF
ALLOCATING LIMITED-TERM POSITIONS ASSIGNED TO A FEDERALLY
FUNDED PARKS BEAUTIFICATION AND MANPOWER TRAINING PROJECT
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all offi-
cers and employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position classifica-
tion and pay plan subject to Civil Service Rules and Regulations and the approval
of the City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to add, on a temporary basis coincident with the
duration of funding of the CETA-funded Parks Beautification and Manpower Training
Project, a new class title to the list of class titles contained in said Resolution
No. 58-281, as amended, and to allocate salary and wage schedules thereto.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana:
1. That Section 3 of Resolution No. 58-281, as amended, is hereby further
amended by:
a. Adding, in proper alphabetical sequence the class title of PARKS
RENOVATION SUPERVISOR, and
b. Assigning, in accordance with the current two-year salary adjustment
schedule, said new class to the salary rate ranges on the effective dates as next
herein set out:

2. That this Resolution shall be operative from and after December 1, 1979.

PARKS RENOVATION SUPERVISOR
DEFINITION
Under general supervision, assists in administering and supervising a CETA-funded
Parks Beautification and Manpower Training Program for limited-skilled, economically
disadvantaged residents of the City.
EXAMPLES OF DUTIES
'Confers with and assists parks management personnel in planning, organizing and
'implementing a limited-term program designed to provide training and practical work
experience for unskilled and limited-skilled CETA participants in the renovation,
care and maintenance of park sites and landscaped street medians, including the
maintenance and repair of park equipment and facilities; assists training specialists
during periodic on-site training sessions; schedule~ lays out, assigns and supervises
the work of participants; enforces work standards and checks work in progress and
upon completion; personally instructs and assists participants to apply methods and
techniques, use tools and equipment and observe safe work practices and procedures
involved in the maintenance and repair of park facilities and equipment and the
reconstruction or renovation and care of landscaped areas; evaluates work performance
of participants and prepares periodic progress reports regarding each participant's
development and the status of work projects; orders and schedules the use of materials,
tools and equipment; and performs other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
The specific limited-term project for which this class has been established is
designed to terminate approximately eighteen (18) months after its co~m~encement, at
which time this class will be abolished and its incumbent laid off. Persons employed
in this class will be expected to exercise independent judgement and initiative in
supervising and assisting in the training of a group of limited-skilled economically-
disadvantaged persons. Incumbents report to the superintendent of the Parks Division.
RECOMMENDED MINIMUM qUALIFICATIONS
Experience and training equivalent to graduation from high school and three year's
experience in the construction and maintenance of landscaped park sites or closely
related work including one year in a supervisory capacity OR any equivalent com-
bination of education, training and/or experience which provides the following
knowledge, abilities and skills:
Working knowledge of: standard methods and techniques, safe work practices, materials,
tools and equipment used in the construction, care and maintenance of landscaped areas
and the maintenance and repair of facilities and equipment typically found in recrea-
tional park sites; planting, cultivation and care of lawns, shrubs and other plants.
Familiarity with soil mixtures and fertilizers and water and pest control needs of
various ground covers, plants and shrubs. Ability to: interpret landscaping and
irrigation system plans; organize, schedule, lay out, assign and supervise work for
limited-skilled workers; keep time, material and equipment records and prepare activity
progress reports. Skill and versatility at a variety of maintenance and repair tasks
including reconstruction or renovation of irrigation systems, landscaped areas, and
playground equipment, and the safe operation of tractors, gang mowers, rototillers,
chemical sprayers, paint sprayers, skip loaders and similar equipment.
