Each member of the City Council having received copies of the Minutes of
August 3, 1959, reading of the Minutes was dispensed with and approved on
motion of Councilman Hubbard, seconded by Heinly and carried.

This being the date set for hearing on Amendment Application No. 279 filed by George
Barsumian, Jr., et al, amending Sectional District Map 15-5-10, Exhibit B and
Sectional District Map 16-5-10, Exhibit C, on property gener~l l~y fronting on both
sides of Harbor Boulevard, between Sugar Avenue and the south City limits of the City
of Santa Aha, on Harbor Boulevard, the depth of the properties involved measures at
variables from approximately ~s~ feet to 1650 feet from the center line of Harbor
Boulevard, on both sides, to be reclassified from R-1 District to the A-l, R-3 and
C-2-PK Districts; no protests were received and the hearing was closed. On motion of
Councilman Gou~d, seconded by Hubbard and carried, the following Ordinance entitled:

This being the date set for hearing to establish future right of way lines on both
sides of Hazard Aven~ between ~arbor Boulevard an~ Ward Street, measured ~2 feet fr~m
and at right angles to the survey center line, and on both sides of Sugar Avenue
between Harbor Boulevard and Ward Street, measured 42 feet from and at right angles
to the survey center line; Harlon A. Peterson, 14~62 Aylene Circle, stated he would
have to move his shrubbery if '~he right of way lines are established. ~r. M. L.
Stevens, 14536 Verano Street, said it would take 20 feet off of his property line.
Councilman Heinly explained that right of way lines are established for future widening.
Rearing was declared closed. On motion of Councilman Gould, Seconded by Hubbard and
carried, the following Ordinance entitled:

Communication was read from the Planning Commission reco~ending denial of Variance
Application No. llST filed by Robert O. Ellison to add to the front of existing
ccm~mercial structure, in accord-Bce with plot plan, which will reduce the available
off-street parking space below one-third of the total land area, on property situated
at 12101 East Bolsa Avenue, in C-2-PK District. Attorney Z.B.West, representing the
applicant, stated they have pr~santed a plot plan showing the existing building and
requested permission to add to the front of the present commercial building. Mr.
J. M. Roling, 12091 Bolsa Avenue, stated the applicant's customers are parking on
his property and objected to the granting of the Variance. Ed Larson said if this
Variance is granted it would set a precedent in the future. Mrs. Jack Craft and
Mr. Langton were of the opinion the applicant should provide sufficient parking
facilities. Councilman Heinly disqualified himself on this matter. It was moved
by Councilman Hubbard and seconded by Gould, that a Resolution be adopted overruling
the recommendation of the Planning C~ission and the Variance be granted subject to
conditions and to conform to the setback line.

by Councilm-u Gould that the matter be brought back on the Agenda at the next meeting
for further consideration of the Council. ~otion lost for lack of a second. It
was moved by Councilman Gould, seconded by Hubbard and carried, that the hearing be
declared closed on Variance Application No. 1157 and the matter be brought before
the Council for discussion at the meeting set for September 21, 1959.
Cu~aunication was read from the Planning Commnission reconmnending denial of Variance
Application No. 1158 filed by Amy Marie Karr to establish a rest home for six elderly
persons, in existing single-family dwelling, on property situated at 2210 Park Drive,
in R-1 District. E.A. Meredith, 2-130 Park Drive and Leonard Saedeker, 2215 Park
Drive, objected to the granting of the Variance as this area is in the R-1 zone.
The applicant stated she had the approval of the State Health Department and intends
to conduct a nursing home for only four persons. On motion of Councilman Gould,
seconded by Hubbard and carried, the rec~,,~endation of the Planning Commission was
approved and Variance Application No. 1158 denied.
Communication was read from the Plannlag Commission regarding the change of street
names of certain streets in the ~esterly portion of the City of Santa Ana. The
Council having unanimously waived the reading of the Resolution, on motion of Council-
man Hubbard, seconded by Brewer and carried, the following Resolution entitled:

from the Planning Comsnission reeom~mending~ approval of proposed vacation of portions
of Smeltzer, Clinton, Fairview (futux~ McFadden), and Kellogg Streets, was received
and filed.
On motion of Councilman Gould, seconded by Brewer and carried, the telegram signed ~l~y
I--wis E. Mantonya, District Representative, Little League Baseball, Inc., advising
the just completed California State Tournament has been termed a success and express-
ing appreciation for the loyal support of the Mayor, the City Council and the Parks
and Recreation Department, was received and filed.
Communication was read from the Planning Department recommending approval of Pres
liminary Record of Survey filed by W. D. Greschner et al creating four parcels
located generally on the north side of First Street approximately 410 feet east of
Sullivan Street, subject to conditions. It was moved by Councilman C~uld and
seconded by Hubbard, that Preliminary Record of Survey Map~filed by W.D. Greschner,
et al, be approved, subject to conditions. W.D. Greschuer, ll08 East Washington
Avenue, objected to the conditions with reference to the alley and the streets.
Motion withdrawn. On motion of Councilman Heialy, seconded by Hubbard and carried,
Preliminary Record of Survey Map filed by W. D. Greschner et al was approved, sub-
ject to conditions, as follows: with respect to the alley surrounding the service
station the City will abandon said alley upon the improvement of said lot, which
permits 400 feet of blacktOP; and the condition with respect to establishment of a
street will be imposed but the position of said street will be postponed until Parcel
No. 7 (13.87 acres) shall be improved, and all other conditions shall be imposed.
It was moved by Councilman Hubbard, seconded by Gould and carried, that escrow in-
structions dated August 17, 1959, be approved and signed transferring deed to
property regarding the sale of property located at the southeast corner of Delhi
Road and Main Street to $. Wayne and Eathryn L. Harrison, in consideration of
$10,340.00.

Santa Ana-Tustin Community Che~t reque~ting permi~sion to place Red Feather flags

On motion of Councilman l~ubbard, seconded by Brewer and carried, the request of
the Young Women's Christian Association to place a banner above Broadway at 1411
North Broadway advertising the All Nations Festival, beginning September 14th through
October 5th, was granted subject to the condition 'that notice be given to the Parks
and Recreation Department that the b~nner will be removed immediately after the
specified dates.
It was moved by Councilman Gould and seconded by Heinly that nominations for
appointments on the Planning Gommnission and on the Board of Recreation and Parks,
be re-opened. It was moved by Councilman Gould that James G. l~ourke be considered
as a member on the Planning Commission. It was mo~ed by Councilman Heinly and
seconded by Gould, that the nominations for members on the Planning Commission be
closed. It was moved by Councilman Gould and seconded by Heinly that unanimous
ballot be cast for James G. Rourke and Thomas N. McMichael to serve as members on
the Planning Con~nission. The Council voted on the appo~n~tme~t of members on the
Planning Co~nission and James G. Rourke was appointed and Thomas N. McMichael was
re-appointed; terms to expire July l, 1963. It was moved by Councilman Gould and
seconded by Brewer that nominations be closed for Glen Evans and Jean Gagnebin as
members on the Board of Recreation and Parks. It was moved by Councilman Gould and
seconded by Hubbard, that unanimous ballot be cast for Jean ~gneb[u as a member on
the Board of Recreation and Parks. ~otion withdrawn. Action was continued until
the next regular meeting on the appoint~nent of m~mhers on the Board of Recreation
and Parks.
On motion of Counci~mau Hubbard, seconded by Gould and carried, the Mayor was author-
ized to sign Change Order No. ll, dated June 2, 1959, with Gallegos Corporation,
amending specifications for the furnishing and laying of carpeting and asphalt tile
in the new Library Building.
On motion of Councilman Hubbard, seconded by Gould and carried, the request of
~merican Field Service was granted to sell decalcomanias for the benefit of American
Field Service International Scholarships at one of the Nigh School football games this
fall.
