RESOLUTION NO. 80-57
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA HONORING H. GEORGE OSBORNE
WHEREAS, H. George Osborne retired as Director of
the Orange County Environmental Management Agency on March
31, 1980, after having served in such capacity since 1974,
and in the employ of the County of Orange since 1953, and
WHEREAS, Ho George Osborne has contributed to
sound management, administration and achievement in environ-
mental planning throughout the County of Orange by:
-Preparing a county-wide master plan for
flood control and water conservation;
-Securing passage of a $42 million flood
control and water conservation bond issue, and supervising
the subsequent planning, design and construction of the 70
projects funded and authorized thereby;
-Establishing a financing and implementation
program for local storm drainage of the unincorporated
Orange County area;
-Instigating through the Congress and the
Corps of Engineers a major Santa Ana River Basin and Orange
County Flood Control Study; and
-Completing the Orange County General Plan
with all elements required by state law, as well as the
adoption of an amended housing element, to provide dispersed
housing affordable to all economic levels of the population
of Orange County.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA:
That H. George Osborne, former Director of the
Environmental Management Agency, is hereby honored upon his
retirement, and that his professional expertise, sound judg-
ment and administrative leadership in public service are
hereby acknowledged with gratitude.
