RESOLUTION NO. 80-69
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING THE APPLICATION FOR FUNDING OF
THE SIXTH YEAR HOUSING AND COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA AND
THE FIFTH YEAR PROGRAM PERFORMANCE REPORT; AUTHORIZ-
ING AND DIRECTING THE CITY MANAGER TO TAKE ALL
NECESSARY STEPS TO FILE SAID APPLICATION AND
PERFORMANCE REPORT; AND DESIGNATING THE CITY
MANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE
CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE
AFORESAID APPLICATION AND PERFORMANCE REPORT.
WHEREAS, the City of Santa Ana received approval
of its First Year, Second Year, Third Year, Fourth Year, and
Fifth Year Community Development Block Grant ("CDBG") Program
applications from the United States Department of Housing
and Urban Development ("HUD") under Title I of the Housing
and Community Development Act of 1974, as amended, and has
implemented the programs for these five years beginning
June 12, 1975; and
WHEREAS, in accordance with a written citizen
participation plan, a series of four informational public
meetings were held throughout the community of the City of
Santa Ana in 1979 and 1980 in order that citizens be pro-
vided adequate information concerning the amount of funds
available for the proposed activities in the Sixth Year CDBG
program, and an opportunity to participate in the development
of the Sixth Year CDBG proposed application ("Application"); and
Whereas, the Santa Ana City Council on December 17,
1979 held the first of the two mandatory public hearings
that provided citizens an opportunity to articulate their
needs, to make comments on the proposed activities, to offer
alternate suggestions on possible programs for the future
and to participate in the formulation of the Application in
accordance with federal regulations, 24 CFR 570.303(j) (1); and
WHEREAS, the City Council of the City of Santa Ana
on February 19, 1980, after notice, held the final meeting
of the two mandatory public hearings on the Application, and
approved said Application and sent said Application to the
clearinghouses and to the Southern California Association of
Governments ("SCAG") for the requisite A-95 review; and
WHEREAS, the Fifth Year CDBG Program Performance
Report was prepared and sent to the clearinghouses and the
Los Angeles Area HUD office on the same date; and
WHEREAS, in accordance with federal regulations
(24 CFR 570.303(j) (2)), a public hearing was held on September 13,
1979 in order to "review program progress and performance..."; and
WHEREAS, the City of Santa Ana now wishes to
approve the Sixth Year CDBG Application and the Fifth Year
CDBG Program Performance Report, copies of which are on file
in the office of the Clerk of the Council, and to authorize
and direct the City Manager to take all necessary steps to
files these documents with HUD.

NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana:
1. The City Council hereby approves and adopts
the Community Development Block Grant Program for the Sixth
Year commencing July 1, 1980, and ending on June 30, 1981,
and the Fifth Year Performance Report, copies of which are
on file in the office of the Clerk of the Council.
2. The City Manager of the City of Santa Ana is
hereby authorized and directed to take all necessary steps
to file the Fifth Year Program Performance Report and the
Sixth Year Housing and Community Development Block Grant
Program and Application for Federal Assistance with HUD in
conformance with the provisions of Title I of the Housing
and Community Development Act of 1974, as amended, 42 U.S.C.
5301 et seq. and all regulations pursuant thereto.
3. The City Manager is hereby designated as the
authorized representative of the City of Santa Ana to act in
connection with the aforesaid Application and Performance
Report, and to provide such additional information as may
be required by HUD.
