Each member of the City Council having received copies of the Minutes of
November 2, November 7 and November 9, 1959, reading of the Minutes was
dispensed with and approved on motion of Councilman Hubbard, seconded by
Heinly and carried.

On motion of Councilman Gould, seconded by Hubbard and carried, the low bid of
Colony Ford Company was accepted for items 1, 2, ~, 5 and 6, in the total amount
of $20,788.14, and the low bid of McMurtrie-Payne Corporatien was accepted for

This being the date set for hearing on ~mendment Application No. 295, initiated by
the P]-B~-tng Commission, amending Sectional District Map 10-5-10, as shown on
E~hibit B, to reclassify from the R-1 District to the R-2 District, properties in
the West Santa Aha Annex within the area bounded by Westminster Avenue, Seventeenth
Street, Harbor Boulevard, and Bolsa-First Street, and Sullivan-King-Berrydale
Streets; protest was read from W. R. Prosch, Sr., 322 No. Figueroa Street, and on
motion of Councilman Brewer, seconded by Hubbard and carried, the protest was re-
ceived and filed. H. M. Sanderson, 3411 W. Camile Street and W. I. Jackson,
3621 W. Cam ~ Street, asked if their district was under consideration for rezon-
ing at this time, and the Mayor advised that it was not, and the petition signed
by thirteen perso~s residing on W. Camilm Street was returned to Mr. Sanderson.
No other protests were received and the hearing was closed. On motion of Co~ucilman
Hubbard, seconded by Brewer and carried, the following Ordinance entitled:

This being the date set for hearing on Amendment Application No. 296, filed by
J. Ho Thayer, amending Sectio, A1 District Map 2-5-10, E~hibit B, to reclassify from
the R-1 District to the C-1-PK District, property, apprexfmately 10 acres, located
on the east side of Berrydale Street, north of Seventeenth Street, in the immediate
vicinity of Garden Grove Hospital; no protests were received, and the hearing was
closed. On motion of Councilman Hubbard, seconded by Heinly and carried, the follow-

Co~m~uicati~ was again read from the pla~ing C~ssion rec~mnending denial of
reqUest for a ninety-day ~xteD~ion of time on Variance Application No. ll02, filed
by Laurence Lewis and granted May ~, 1959, to permit p~rk~ng and sale of new end
used cars end for parking for customers, in connection with automobile business on
adjacent property on Main Street; also per mit use of the property, t~orarily,
for nursery business, on property situated at 13Ol-OB-OT-11-15-19 So. Sycamore

Co~uication was again read from the Pl~ng CommisSion rec~aending denial of
Variance Application No. 1203, filed by F.V.W. Properties, to reduce the required
off-street parking in a C-2-PK zone, on property situated at the southeast corner
of 17th and Lincoln Streets, in C-2-PK District~ and proposing to construct a
warehouse with a gross area of approx!m~tely B7,500 square feet. Attorney R. Sam
Barnes, lO16 N. Broadway, representing the Medical Arts GroUp and a portion of the
Rohr's property east of this property, stated that the application does not set
forth any real hardship, and this property can be utilized for any number of uses
in its present zoning. If this application is granted, there is nothing to prevent
this property from being utilized for a warehouse or a discount house by new owners,
and requested that the action of the Planning Commission be upheld. Attorney George
Tobias, B25 N. Broadway, representing the applicant, stated this c~any specializes
in owning and leasing property of an industrial quasi-commercial nature thro~gbout
Orange County. The property in question is east of the Santa Aha Freeway, south of
17th Street, and there is no frontage on 17th Street, hut it is served by a private
driveway leading from 17th Street back to the southern portion. This property was

r~m-ining approximately 500 feet further south was placed in a C-2 classificatio~
without a PK. Over the past 5 or 6 years the property has developed, from the
Santa Ama Freeway area to almost 17th Street, in general warehousing and servicing
structures for distributing merchandise. Attorney Tobias stated there will be no
retail trade on premises; no more than 500 feet is to be used for a servicing area;
25 off-street parking ~paces would be provided; and only 8 or 10 employees will be
on the property; no trucks, either parked or for service will be in this area, and
the property will not be detrimental to the neighborhood. The Council having un-

Commmnication was again read from the Planning Commission rec~maanding denial of
Variance Application No. 1160, filed by Alfred H. and F~t~a H. Steanett, to establish
an office and storage yard for heavy equipment on property situated at 1~695 South
Verano Street, in the R-1 District. It wRs mov~ by CouncilmAn Gould, secondad by
Brewer and carried, that Variance Application No. ~ be reconsidered in accordance
with re~nest of Attorney W. J. Clemo~s. Mr. Cle~ons stated his client is not agree-
able to paving the street, installing curbs and sidewalk, and in view of the value
of the property, it would be a financial impossibility to m~ke these improvements.
His client is agreeable to constructing the brick wa11 and to dedicating an ease-
ment for street purposes. It was moved by Councilman Gould, seconded by Hubbard and
carried, that the Public Works, Building, and Planning Departments be directed to
grant the building permits to approve any and al 1 work done under City standards and
to issue utility and use permits on the terms and conditions hereinafter provided
for in the Variance, except the requirement of improving sidewalks, curbs and gutters
at this time, and upon showing, by the applicant, that a block w~11 has been construc-
ted between the property at the wast side separating that property from ~e adjoin-
lng house and lot.

Communication was read from the Planning Commission reccmmending approval of modifi-
cation of Variance No. 1086, granted in May, 1959, filed by E. Reese Allison and
Helen E. Peddicord, for a nursery for 44 children, with off-street parking for six
cars at 1741 Grand Avenue, in R-1 District, and approval of request to increase the
size of the structure and the number of children and to decrease off-street parking.
On motion of Councilman Gould, seconded by Brewer and carried, the recommendation
of the Planning Co,.,fssion was approved and the modification of Variance ApplicatiOn
No. 1086 was granted.

On motion of Councilm~u Gould, seconded by Heinly and carried, the recommendation
of the Planniug Commission was approved and Variance Application No. 1205, filed
by Osen-OJeda Realty (Do~-ld Osen and Lillian ~Jeda) to convert, to neon, the e~ist-
lng real estate sign, which is 30 inches high and flush against the parapet of the
real estate office,, on property situated at 1626 East 17th Street~ in R-1 District,
was granted, subject to a condition.
On motion of Councilman Gould, seconded by He~nly and carried, the reco~endation
of the Planning C~=~lssion was approved and Variance Application No. 1207, filed
by Francis W. Herrera, to construct two dwelling units in one building, with two-
car garage attached, on property situated on Fourth Street, one lot west of Verauo
~treet, in R-1 District, was granted, subject to conditions.
On motion of Cotulcilman Hubbard, seconded by Gould and carried, the recommendation
,f the Planning Co~mfssi~ was approve~ and Variance Application No. 1208, filed by
Felipe O. Garcia, to move a single-family dwelling onto a lot which has one exist-
ing single-family dwelling, on property situated at 2~32 South Evergreen Street,
in R-1 District, was granted, subject to conditions.
Communication was read from the Planning Ccamaission recce~ending approval of Var-
iance Applicatian No. 1209, filed by Charles H. Alexander, to use existing building
for a machine shop, on property at 3901 East Hazard Avenue, in the R-1 District, for
a period of three years and subject to conditions. It was moved by Councilman
Hubbard that the Variance be granted subject to conditions. Motion lost for lack
of a second. The applicant stated he and his son desire to conduct a small lathe
and milling machine shop with a mf-imum of noise. The Council having unanimously
waived the reading of the Resolution, on motion of Councilman Hubbard, seconded by

Attorney Scott J. Raymond, 5080 Clifton Way, Buena Park, representing the applicants,
stated this Variance Applicatio~ is to provide a place for elderly people to reside
in a residential area, and it is the intention to construct a building in complete
accordance with regulations of the Health and Welfare Agencies, and they will comply
with all conditions imposed by the Department of Public Works. Mr. Raymond presented
a petition signed by 67% of the residents located within 300 feet of the proposed
area, and a letter from the Senior Citizens Club, favoring the establishment of the
rest home; also a photograph of the area. On motion of CO1L~ei]man Hubbard, seconded
by Gould and carried, the petition, co~.unicetion and photograph were received end
filed. On motion of Councilman Hubbard, seconded by Gould and carried, the recom-
mendation of the Planning Commission was approved and Variance Application No.1206
denied. Glenn B. Coate, Realtor, 516 South Main Street, requested information as
to whether a Variance had ever been granted for a rest home in an R'i zone, end his
question was answered by the Manager. It was moved by Councilman Heinly, seconded
by Brewer and carried,that the Manager instruct the Plannin~ Department to attempt
to locate at least five suitable locations for a home for elderly people and so
advise the Senior Citizens of Santa Aha. It was moved by Councilm-- Heinly that the
matter of the Variance Application be placed back o~ the calendar for further consid-
eration and study. Motion lost for lack of a second
On motion of Councilman Hubbard, seconded by Gould and carried, ninety-~ay extonsions

Variance Application No. 1103, filed by M. R. Wilson, to permit constructi on
of a one-story, single-family dwelling (22 feet by 24 feet in size), on

at the northeast corner of Grand Avenue (McOlay Street) and Delhi Road, subject to
conditions. On motion of Councilman Hubbard, seconded by Brewer and carried, the

were authorized to execute agreement dated November ~, 1959, with the Townsend Com-
pany~ Identi-Kit Divisien, for two years, to lease "Identi-Kit Serial Number ~8-59"
at a rental of $300.00 per year, payable in advance at the rate of $25.00 per month.

proposed annexation are reasonably definite and certain.
From the Department of Public Works submitting and recommending a plot plan
/~showing the intersection of the Newport Freeway and McFadden Avenue. The Board of
Supervisors will be holding a public hearing in the near future regarding this
interchange and in order for the City to be represented, it will be necessary to
have the Council make a minute order action.

and 1000 feet 1½" Fire Hose, Specification No. 631-1; bids to be opened December 7,

were granted as follows:
From the Department of Public Works for an exte~si~ of time from September
to October 23, 19~9, for the c~mpletion of the "Widening of Seventeenth Street
from Sentiago Strea~.~oGrand Aveuue," Project No. 108, and
From Orange County Farmers Mutu~ Fire Insurance Company for an extension of
the December 1 possessio~ date to the City, to February 1, 1960, of easement over the
westerly 12 feet of Main Street, as the new building will not be completed for occu-
pancy before approximately January 1, 1960.
On motion of Councilman Hubbard, seconded by Gould and carried, the Purchasing ~ent
was authorized to advertise for bids for the improvement of McCi~y Street, between
McFadden Street and Chestnut Avenue, Project:Nc.liS; and improvement of Chestnut
Avenue, between McClay and Lyon Streets, and McClay Street from Chestnut Avenue,
Project C-~i; bids to be opened December 21, 1959.
The request of the Bank of America, 17th-Tustin Branch, for a survey concerning
~he possibility of re-painting the "Stop" indicators on Tuetin Road and pedestrian
crosswalks on both Tustin Road and Seventeenth Streets at this intersection, was
t-Wen off cal~Ba-w until the next meeting.
The request of H. M. Nichols, Supervisor Business Services of City Schools, for a
crossing guard somewhere along the Greenville Ro~t, between Edinger Street an~ Delhi
Road, for the safety of children going to and coming frem the John Adams School, was
taken off calendar until the next me. eting.

On motion of Council~um Hubbard, seconded by Ne!~ly and carried, the com..,~ication
signed by Edward W. Miltenburg, together with map and a petition signed by approxi-
mately 36 persons residing within the area of the proposed "South Santa Aha Annex
No. 2", requesting that Santa Ana and Costa Mesa terminate their present annexation
proceedings insofar as the same includes their area, and officially adopt the written
Decla~ation of Policy, ~re received and filed.
