This being the date set for hearing on Amendment Application No. 299, initiated by
the Planning Commission, amending Sectional District Map 16-5-10, to reclassify
from the R-1 District to the A-l, R-2 and C-2-PK Districts, certain properties
within the area b~m&ed by Bolsa Avenue, Harbor Boulevard, Smeltzer Avenue and
Verano Street; no protests were received, and the hearing was closed. On motion
of Councilmau Gould, seconded by ~rewer end carried, the following Ordinance entitled:

The Mayor declared a hearing will be held on the adoption of future right-of way
lines on Willits-Bishop Street. Attorney Frank Lfnnell, 817 No. Broadway, requested
that the hearing on this matter be continued until December 21, and en motion of
Councilman Heinly, seconded by Hubbard and carried, the hearing was continued until
the next meeting. Ernest Wooster, 326 E. Bishop Street, inquired what procedural
steps would be t~ken in c~Bection with the setbacks, and his question was enswered
by Councilman He~nly. The Mayor declared a hearing will be held on the adoption of
future right-of-way lines on Delhi Road; no protests were received, and on motion
of Councilman Heinly, seconded by Gould and carried, the hearing was closed. The
Mayor declared a hear~ will be held on the adoption of future right-of-way lines
on Chestnut Avenue. Edward Presser, 1305 So. Birch Street, stated that he has a
service station on the northeast corner of Chestnut Avenue end Main Street, and
protested giving the City another foot of his property as it might prevent his lease
renewal from the oil co~pauy. Mr. L. W. Conkey, 526 E. Chestnut Avenue, protested
the widening of the street, as it would create increased traffic and be hazardous
to the chi!a~en in the area. George Hawks, ~4 E. Chestnut Avenue, inquired why the
lots on Chestnut Avenue were posted if they are not affected, and his question was
satisfactorily answered by Counc~!mA~ Heinly and the Director of Public Works. On
motion of Councilman Gould, seconded by Brewer and carried, the hearing was closed.

required in the R-2 District, on property situated at 1827 West Second Street, in

Application No. 1212, filed by William Justice Gay, Inc., to increase the size of
existing office building and its parking facilities, on property situated immediately
north of h~3 West Eighth Street, on Riverine Street, in the R-~ Distr~ct, subject to
cenditions. Councilman Heinly disqualified himself. Robert Fraser, representing
the corporation, stated three years ago they purchased a corner lot at Riverine and
Eighth Streets, amd on one-third of the lot constructed an office building and the
balance of the lot is used for parking with access an Eighth Street and Riverine
Street. They recently acquired the lot fmmediately behind their present one for
increased parking and a small addition to the present building. He objected to the
conditions imposed to deduct a portion of the corner property and to dedicate to
the City rights of egress. The Council having unen~moualy waived the reading of the
Resolution, on motion of Couucilmau Hmbbard, seconded by Gould and carried, the
following Resolution entitled:

On motion of ColAncilman Hubbard, seconded by Gould and carried, the communication
from the Planning Cc~aissio~ was received and filed recommending approval of proposed
a~n-~atien to the City of territory designated "Trask and Laird N.E.Annex" situated
on the north side of Trask Avenue, east of Laird Street, consisting of 17.72 acres.
C~m~mication was read from Ruby J. Fouts, 510 South Cypress Street, dated
November 20, 1959, requesting extension of Variance Application No. 933, for a
license for "Home for the Aged," which expire~ November 3, 1959. It was moved by
Councilm-~ Gould aud seconded by Hubbard that a six-m~ths' extension of time be
granted on Variance Application No. 933. Councilmau Hubbard withdrew his second.

was received, filed~ and the Clerk instructed to notify the applicant the City

Mr. C. A. Watson, 1~55 Superior Avenue, Costa Mesa, stated the only ingress or
egress to his property is through another street; there are no sidewalks and very
few curbs in this tract, and objected to the requirement of installation of side-

the exception of sidewalks.
Communication was read from the Planning Department recommending approval of Prelim-
inary Record of Survey, filed by Bay Harbor Builders, Inc., creating four single-
family residential lots located on the east side of Mar-Less Place, a private street,
south of Seventeenth Street and west of the ~anta Ann River, subject to conditions.
Mr. C. A. Watson, 1455 Superior Avenue, Costa Mesa, stated the lots were sold and
a house was built,with the Utility Release already issued. Director of Public
Works stated the lots were not recorded. On motion of Councilman Hubbard, seconded
by Gould and carried, the matter was referred to the Manager and Attorney for in-
vestigation and report of the legal impliCations.
Comm~uication was read from the Planning Department recommending approval of Tenta-
tive Tract Map No. 362~, filed by Orange County Realty, creating eleven single=
f,mtl~y residential lots located at the northwest corner of Greenville and Harvard
Stx~ets, subject to conditions. Attorney Scott Raymond, 5080 Clifton Way, Buena
Park, requested the improvements on Greenville Street be deferred to a later date,
as Greenville and Harbor Streets wiil not be improved for sc~e time, and the property
~mmediately north and south of Harvard and Greenville Streets is not now improved.
On motion of CounciLman Gould, seconded by Heinly and carried, Tentative Tract Map
No. ~62~ was approved, subject to the conditions, except the condition requiring the
improvement on Greenville Street be waived; an agreemant to be entered into and re-
corded to ~ke the improvements if and when Lot II is developed, or within a period
of five years, whichever occurs first.

0~ motion of Councilman Hubbard, seconded by Netnly and carried, the recommendation
of the Planning Department was approved, and Tantative Tract Map No. 3627, filed
by Glen Development Ccmrpany, creating 478 single-family residential lots, a nine-
acre school site and a twelve-acre park site, all located generally between the
Santa Aha River, McFadden Avenue, Fairview Street and Edinger Street, w~s approved,
subject to cenditions.
Co~mmmication was read from Attorney Robert C. Politiski, 1002 No. Broadway, sub-
mitring petitions containing approximately 600 signatures of parents, neighbors
and friends of students attending the Wilson School, requesting the reassignment
of the crossing guard at the intersection of Washington Avenue and North Bristol
Street. On motion of Councilman Gould, seconded by Heinly and carried, the letter
and petition were received and filed. Attorney Politiski stated he felt the com-
munication clearly stated their position, and they were all personally interested
in this imtersectiono We are pleased with the performance of the school boy petrol,
but this partic,,1Ar intersection is an exception and request an adult crossing
guard as last year, rather than the school boy patrol. Cou~cil-~n Heinl~ read the
report of Lt. Davis of the Police Department, with Chief ~_llen's notice added,
wherein it was recommended that an adult crossing guard not be stationed at that
crossing. COUnC~lmAB Gould complimented the manner in which the school boy patrols
deported themselves, having observed this intersection for a period of several
months, and the wa~ the children seam to follow their direction. Councilman Brewer
maintained there are still certain areas where it is too dangerous to place school
boy patrols. Councilman Hubbard remarked he has many occasions to observe this
location whereby the school boy patrol has been aminently satisfactory and superior
to a cresstBg guard. Mayor Hall st~tad that the school boy patrol was inaugurated
in 1957, with some opposition, but great progress has been made, and until such
ttme as the matter is completely taken over by the school boy patrol, if a crossing
guard is preferred, he is in favor of this reinstatement.It was m~ved byC~ncilman B~w~r

CouncilmRn Heinly suggested that an Ordinance be adopted regulating Junk an~ wreck-
ing yards and referred to the unsightly appearance of the Junk yard at Washington
and Lincoln Avemues. It was moved by Councilm~n Hein~y, seconded by Nubbar~ and
carried, that the Attorney be instructed to prepare an Ordinance re~lating the
conditiens under which ~unk and ~recking yar~s are operated, with respect to fencing,
stacking of cars and having the cars outside of these fences; also providing pro-
visions strong enough that anyone guilty of such violation would be guilty of a
misdemeanor.
It was moved by Councilman Gould, seconded by Hubbard and carried, that the Manager
be instructed to advise the proper department to effect better training of the
school boy patrols, with reference to directing traffic, making certain that school
boy patrols are on time at the designated areas, and investigate the possibility of
two more school boy patrols.
