A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA AMENDING RESOLUTION NO. 58-281
TO EFFECT SEVERAL POSITION CLASSIFICATION AND
COMPENSATION CHANGES IN ORDER TO IMPLEMENT AN
ADMINISTRATIVE REORGANIZATION OF CERTAIN KEY
MUNICIPAL GOVERNMENT PROGRAMS.
WHEREAS, the City Manager has recommended certain changes
in the administrative organization and staffing of the City's de-
velopment, housing and transportation planning programs in order to
provide for: effective direction and coordination of the City's
community development efforts; a direct emphasis on the planning and
development of transportation systems and facilities essential to
the future vitality of the community; a direct emphasis in the
operation of the Housing Authority programs; more focused efforts on
the development of new and affordable housing; reduced administrative
costs in the housing loan programs; and an efficient and effective
management team to accomplish the above enumerated goals; and
WHEREAS, the City Council approves the proposed administra-
tive reorganization plan; and
WHEREAS, in order to implement certain key aspects of said
administrative reorganization, it is now desired to delete four, add
four class titles; designate two new classes as unrepresented Executive
Management; designate one existing position as synonymous to Executive
Director of Redevelopment and Housing; and reassign one class to a
lower salary level.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA:
1. That Section 3 of Resolution No. 58-281, as amended,
is hereby further amended by:
a. Deleting the following class titles:
Assistant Executive Director-Redevelopment (MM)
Housing Coordinator (MM)
Transportation and Traffic Engineer (MM)
Community Development Aide II
Adding, in proper alphabetical sequence, the fol-
lowing class titles at the salary rate ranges as
next thereto set out:

Designating the new class of Transportation Director,
Community Development Director and Housing Director
as unrepresented Executive Management by adding
the parenthetical identifier (EM) next to the
class titles.
Designating one Assistant City Manager position
synonymous to Executive Director of Redevelopment
and Housing.
Reassigning the class title of Deputy City Manager
from Salary Rate Range 534 ($2824-$3432) to Salary
Rate Range 533 ($2810-$3415).
2. That the City Manager, to effect this reorganization,
shall have the authority to appoint such individuals in the subject
positions at a step within the salary ranges existing in Resolution
58-281 or as amended herein.
3. That this resolution shall be operative from and after
November 22, 1980.
