Each member of the City Council having received copies of the Minutes of July 5, 1960,
reading of the Minutes was dispensed with and approved on motion of Councilman Hubbard,
seconded by Gould and carried.

be allowed only to a place holding an "On-Sale" General License permitting the sale
of alcoholic beverages, and Councilm~n Gould explained that the proposed Ordinance
would change that condition. It was moved by Councilman Hubbard, seconded by
Heinly and carried, that the "Ordinance amending and repealing portions of Part 7,
Chapter 3 of Article VI of the Santa ^na Municipal Code regulating dance halls and
dancing" be postponed until the meeting of August l, 1960.
On motion of Councilman Hubbard, seconded by Heinly and carried, the request of
Maximino Preciado, o~mer of the LaPaloma Cafe, ?00 E. hth Street, for permit to use
the property at the rear oF the Cafe to construct a patio and use said patio for
dining and dancing, was received and filed.
On motion of CounciLman Hubbard, seconded by Gould and carried, the recommendations
of the Planning C6mmiSsion ware aPProved, and the following Variance APplications

On motion of Councilman Gould, seconded by Heinly and carried, action was/continued,
pending a report from the Planning Commission on Variance Application No. 1317,
filed by William R. and Wanda Jackson, to build two additional single-family dwell-
ings on a lot with two existing dwellings, on property at 5017 W. Fifth Street, in
R-1 District, subject to conditions.
Communication was presented from the Planning Con~nissfon recommending approval of
Variance Application No. 13~8, filed by Rom Investment Company, to build an R-3
development (7 apartment houses, with a total of 60 one-bedroom units) on property
at the northeast corner of Standard and Wilshire Avenues, in R-1 Distr~ct, subject
to conditions. Petitions Mere presented signed by 14 persons, 85 persons, from
Mrs. Mary Uyesugi, ll~6 E. Wilshire Avenue, and from James W. Mayo, ll06 E. Oxford
Street, objecting to the Variance, and on motiGa of Councilman Gould, seconded by
Hubbard and carried, the petitions were received and filed. Joseph Ralston,
lll5 Griffin Place, representing twenty residents in the area who stood in protest,
stated this is an R-1 zone with too many apartments going into an already overcrowded
area, and that the one-bedroom dwellings were also being occupied by children for whom
there was no play area, nor adequate school facilities. Also, as the apartment occu-
pants were mostly transient, there was little or no care for the property they occu-
pied or the property of others, and submitted pictures depicting strewn trash and
overcrowded boxes of litter. On motion of Councilman Hubbard, seconded by Gould
and carried, the pictures were received and filed. Mrs. John Church, ll~5 E. Wilshire
Avenue, stated there are 350 apartments within a square block radius, with many
trash and littered cans back of the apartment buildings, and as there are no garages,
parking on the streets, or in a cul-de-sac, is necessary, and requested that the
Variance be denied, permitting n o further construction of apartments in this

representing the applicant, stated there are only seven northerly lots in question;
that the property was purchased as part of an R-3 Tract and the map had been approved
permitting the development of the entire area, a portion of which is already under
construction. The standards for the new apartment buildings will be much higher,
allowing 1300 square feet per unit, with attractive landscaping, individual garages
for each of the buildings, and, if required, a wall would be placed on the north or
west boundaries. Also, this area can be developed only R-3 or Commercial as there
is a vacant orange grove on McFadden Avenue, across from the area there is
zoning, and to the lel~t C-1 zoning. On motion of Councilman Gculd, seconded by
Hubbard and carried, Variance Application No. 1348 was approved, subject to condi-
tions A, B, D, E and F, changing (C) To include not less than 75 covered garages,
adding (G) A four-foot wall built along the west side of property to 20 feet~ con-
structed even with the setback, and (H) That the architecture of the proposed struc-
tures be approved by our Planning Department.
Ccm~mnication was presented from the Planning Commission recommending denial of
Variance Application No. 1354, filed by Annie Lee Durham, to establish a bearding
house for two or three elderly people on property at 1327 Maple Street, in R-1
District. Theodore B. Millard, 1329 Orange Avenue, representing eight residents
of the area who stood in protest, stated this is an established R-1 zone, and grant-
ing this Variance would develop spot zoning, depreciate the property values, and
create a neighborhood blight. Mrs. Lorel Molnar, 1306 Maple Street, said she was not
opposed to the Variance, but some recent construction to the applicant's garage has
created an unsightly appearance to the vicinity. Mary MoLnar~ 1333 Orange Avenue
and Mrs. J. E. Henry, 1309 Maple Street, stated they had signed the applicant's peti-
tion only on the basis that a storeroom would be built onto the garage and objected to
rezonin~ the are a. The applicant stated she desired to improve her property~ to
house two or three elderly people, and presented communication requesting that the
Variance be granted. On motion of Councilman Hubbard, seconded by Gould and carried~
the communication was received and filed. On motion of CounciLman Gculd, sec~aded
by Hubbard and carried, the recommendation of the Planning Commission was approved
and Variance Application No. 1354 denied.
Communication was again presented from the Planning Commission, recommending denial
of Variance Application No. 1351, filed by Southern California Edison Company, to
construct a commercial office at 601-607 W. 8th Street, in R-2 District. Joseph
Long, representing the applicant, presented a revised proposed site plan, and on
motion of Councilman Gould, seconded by Hubbard and carried, the Plan was received
and filed. Mr. Long stated there were the same number of parking places, but the
flow was better and the spaces more adequate, and requested that the condition speci-
fying a five-foot wall along the west property line be changed to a two-foot wall,
as the adjoining property~ now a residence, will be sold for Commercial use. The
Council having unanimously waived the reading of the Resolution, on motion of
Councilman Heinly~ seconded by Hubbard and carried, the following Resolution entitled:

of the Planning Commission was approved, and a ninety-day extension of time grante~
on Variance Application No. 1238, filed by Donald B. Garrick, to permit constructiom
of three duple~on property at the southwest corner of Evergreen and Flora Streets,i

Con~nunication was presented from the Planning Commission recommending approval of
proposed change of street name from "Lore Lane" to "Borchard Avenue"as there existsI
a "Lori" Lane in the area north of Trask Avenue and east of Berrydale Street, and
a "Lore" Lane located north of Edinger Street and west of Bristol Street. The
Cottucil having unanimously waived the reading of the Resolution, on motion of

The applicant orally requested that action be deferred until August l, 1960, on

On motion of Cottucilman Hubbard, seconded by Gould and carried~ the recommendation
of the Planning Department was approved~ and Preliminary Record of Survey Map No.

On motion of Councilman Hubbard, seconded by Gould and carried~ Map of Tract No.

proved; license fee in the sum of $350.00 accepted, and agreement covering improve-
merits ordered signed.
On motion of Councilman Hubbard, seconded by Gould and carried, Map of Tract No.371~,
filed by Keystone Construction Company, for dedication to public use for highway put
poses Sugar Avenue~ Harper Street, Jackson Street, James Avenue, Charlaine Avenue,
Laurel Court, and Corwin Cottrt, and all vehicular access rights on Sugar Avenue~
except at street intersections, was approved, subject to the payment and approval b~
the Attorney of bond in the sum of $61,000.00, payment of license fee in the sum of

On motion of Councilman Heinly, seconded by Gould and carried, action was postponed?
to the next regular meeting on Preliminary Record of Survey No. 173, filed by
Garden Grove Hospital, creating two parcels located 660 feet north of l?th Street on
the east side of Berrydale Street, subject to conditions.
Communication was again presented from the Planning Department recommending approval
of Revised Tentative Tract Map No. 3652, filed by A. Adams Morris, creating 52
single family lots located at the southeast corner of Sugar Avenue and Verano Street,
subject to conditions. Attorney Willard R. Pool, 12866 Euclid Avenue, Garden Grove~
Stated his client objected to the condition requiring drainageto be taken care of
as an area, as he does not own the property to the west. The existing trailer court
drains into Eugar Avenue~ and the proposed plan of the developer is to drain his
area northerly through an underground drainage structure which will come into the
C'5 Channel. The Director of Public Works recommended that drainage be provided for
the entire area of 28 acres, at one time, in accordande with original Map filed
with the Planning Department° On motion of CounciLman Heinly, seconded by Hubbard
and carried, Revised Tentative Tract Map No. 3652 was approved, subject to all condi-
tions with exception of Condition C~ with respect to all property insofar as drain-
age is concerned, and that the subdivider provides adequate drainage for the subject
property.
Ccemamication was presented fr~n Rex L. Perkins~ Vice-President, Metropolitan Savings
and Loan Association, Los Angeles~ requesting annexation of Tentative Tract No. ST~l,
approved by the City Council, March 21, 1960, and consisting of a ten-acre parcel
located on North Wright Street, adjacent to the City boundary. Harry Tancredi,
610 E. 17th Street, developer of Tract No. 3741, inquired about the annexation of
this area. The Manager made his recommendations to Council (1) The consideration
of an Ordinance for a procedure which would provide that the City may, at Council's
approval~ enter into agreements which would make available to such properties the
water and sewer facilities of the City~ under the conditions that the property is
subject to annexation by the CitY, with no intervening problems; and (2) That the
owner of property shall file a request for such annexation. On motion of Councilman
Gould, seconded by Hubbard and carried, the communication was received, filed and
the City Attorney instructed to prepare a procedure Ordinance.
On motion of CounciLman Hubbard, seconded by Heinty and carried, proper officials
were authorized to execute agreement dated July 18, 1960, with the Pacific Water
Company, for a four-inch water service located at Bolsa Avenue and Figueroa Street.
The Council having unanimously waived the reading of the Resolution, on motion of
CounciLman Hubbard, seconded by Heinly and carried, the following Resolution entitled:
"Resolution No. 60-136 accepting deeds where the City is
paying no cash consideration"
from Honer Development Company, a corporation, and Allison Honer Company, a co-
partnership, conveying vehicular access rights on the west side of Bristol Street,
north of 17th Street; and free Gardendale Development Company, conveying an easement

On motion of Councilman Hubbard, seconded by Gould and carried, the extension of

On motion of Councilman Hubbard, seconded by Hein]y and carried, claim of Ruth
Mundine, 1615 W. 4th Street, for alleged personal injuries, in the amount of
$15,0OO.00 due to fall on defective cement curbing, was referred to the City Attorney
and Insurance Carrier.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Gould and carried, the following Resolution entitled:
"Resolution No. 60-1hO concerning parking limitations and
curb markings in accordance therewith"
establishing passenger and/or freight loading zones, on the west side of Fuller
Street, south of Washington Avenue, reference request of A. J. Williams Company,
was considered and passed by the following vote:
Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., Dale H. Heinly,
A. A. Hall
Noes, Councilmen None

The Council having unanimously waived the reading of the Resolution, on motion of
CounciLman Hubbard, seconded by Gould and carried, the following Resolution entitled:
"Resolution No. 60-141 concerning parking limitations and
curb markings in accordance therewith"
repealing and rescinding Resolution No. 59-211~ adopted AUgUst 3, 1959, for 24-m~nute
Parking Zone on the south side of Eighteenth Street, between Main Street and Broadway,
reference request of Dr. S. A. Marsden, was considered and passed the following vote:

establishing No Parking Zones on the south side of 8th Stree~ between Parton and
Garnsey Streets, and the south side of 8th Street between Broadway and Riverine
Avenue, as recommended by the Department of Public Works, was considered and passed
by the following vote:

On motion of CounciLman Gould, seconded by Heinly and carried, the request of th~
Department of Public Works was tabled, for a Sto~ sign at the intersection of Wil-
shire Avenue and Sycamore Street, directing traffic o~1 Wflshire Avenue to stop to
~raffic on Sycamore Street.
On motion of Councilman Hubbard, seconded by Gould and carried, the connm~nication
from Ralph W. Gordon, 1420 No. Flower Street, requesting consideration of appointme~t
as member of the Library Board~ was received and filed.
On motion of Councilman Hubbard~ seconded by He~nly and carried, proper officials
were authorized to execute Agreement dated July 18, 1960, with the Santa Ana School
District, for petrols'sion to construct~ operate and maintain facilities for sewer and
dr~_~nage purposes over property located south of Delhi Road and east of Paitt Street,
and holding the Board of Ed. ucation harmless of any liability that may arise through
the use of this property for the purposes mentioned.
