On motion of Councilman Heinly, seco~ed by Hubbard and carried, the bid of
Bancroft Equipment Company was accepted in the total amount of $12,757.68, it being
determined to be the lowest and best bid based upon specifications, and all other
bids rejected.
On motion of Councilman Hubbard, seconded by Heinly and carried, action was post-
poned to the next meeting on the award of the bid to construct a storm drain from
the intersection of Mark and Shelly Streets to the West Ditch, Project D-3~; and to
construct a storm drain under the Pacific Electric Railroad in the right-~of-way of
Flower Street and the F-1 Flood Control Channel, Project D-35.
A tabulation of bids was presented for the improvement of Segerstrom Avenue,
Harbor Boulevard and Greenville Street, Project 125; the improvement of Fairview
Street, between Delhi Road and Segerstrom Avenue, Project 122; and the widening of
Delhi Road, between Fairview and Greenville Streets, Project C-5~, as follows:

On motion of Councilman Brewer, seconded by Heinly and carried, the lowest and best
bid of R. J. Noble Company was accepted at the unit prices and in the total amount
of $83,671.00, and all other bids rejected.
On motion of Councilman Hubbard, seconded by Brewer and carried, the communication
from CounciLman Stanley C. Gould, Jr., expressin~ his views reference the bid for
sale of the Old Library Site, was received and filed. The Mayor announced this is
the time for the sale of the Old Library Site, located at the northwest corner of
Fifth and Sycamore Streets· It was moved by Councilman Hubbard, seconded by Heinly
and carried, that on recommendation of the City Manager the Council declares that
the successful bidder for this real property will be accepted if the bidder makes a
deposit in the amount of $9,200.00, and that the Council hereby waives the deposit
of any additional amount which the Council might require as ten percent of the bid
price. The Mayor asked the Manager to inform the bidders of the preliminary title
report showing as to reservations, restrictions and easements. The Manager orally
reported that the City employed the Orange County Title Company to make a prelimin-
ary report on this particular property, and the report indicates there ~e no condi-

were received, and the Clerk stated two bids had been received. The Mayor instr
ted the Clerk to open the bids. The Clerk read the bid of Lincoln Savings and
Los Angeles,
Loan Association,~in the amount of 4~2,000.00, reciting submission of a
49,200.00 check and Walter R. Gayner, Agent, Lincoln Savings and Loan Associatic
advised he had in hand a Cashier's Check in the amount of 411, O00.O0 and submit-
ted same to the Clerk. The Clerk read the bid of Dodd, Inc., in the amotuut of
$92,000.00, being a term bid with a down payment of 437,000.00 First Trust Deed,
and submitting a Cashier's Check in the amount of 410,0OO.OO. The Ma~or declare
the amount of the highest written bid is 492,000.00 and stated the Council will
now receive oral bids, the first bid must be not less than 4750.00 more than the
$92,000.00, which is the amount of the highest written bid, and any subsequent
bids after the first bid, if any, will be at the minimum amounts of 4100.00.
Walter R. Gayner, Agent, Lincoln Savings and Loan Association, inquired whether
this was a cash bid, and the Attorney explained the bid was to be cash only.
The Mayor stated that on the basis of the ruling by the City Attorney, the bid
for cash is considered the highest and best written bid of 492,000.00, with the
balance in thirty ds~vs. The Mayor stated the bid on the term basis was not
considered to be an acceptable bid, and a written cash bid of 492,000.00 has bee
submitted in accordance with the neWspaper advertisement. The Mayor asked if
there are any bids to be submitted at this time from the floor? Walter Baker,
Secretary, Dodd, Inc., 21~ W. Third Street, Santa Ana, raised their cash bid to
$93,000.00. The City Attorney stated that both bids are qualified. Lincoln
Savings and Loan Association raised their bid to 493,5OO.00; Dodd, Inc. raised
their bid to 49h,000.00; Lincoln Savings and Loan Association raised to

Of Edinger Street; Elbert C. Missildine, 10871 S. W. Newport Avenue~ requested
reconsideration of the Amendment Application denied by the Planning Commission,
and stated that the proposed zone change will make available new off-street
parking spaces, new building sites~ and other facilities to further expand the
services of the Southside Shopping Center~ extending between South Main Street
and South Broadway, including among other retail businesses~ the Sears Retail
Store. We have requested C-2 zoning and feel this property is more applicable
to a business application now and in the future range planning~ than it is to a
residential use. The property immediately south and to the east are also zoned
C-2~ and the natural growth pattern is north along Broadway~ between Sycamore
and Broadway. Councilman Brewer suggested reclassification to the C-1 District
and Mr. Missildine stated there would be no objection to the C-1 classification

Communication was presented from the Planning Commission recommending approval
of Preliminary Record of Survey Map No. 186, filed by Joe L. Serna, creating
four lots located on the northwest corner of Newhope Street and Sugar Avenue,
subject to conditions. Mr. D. Canady, 8250 Huntington Beach Boulevard~
ton Beach, representing the applicant~ stated the conditions imposed with
to the street improvements would create a financial hardship. Mr. Serna has
deeded 22 feet to the City and the requirement of 209 feet along Newhope Avenue
and 140 feet along Sugar Avenue would be agreeable to him. The City has stated
it would pave 24 feet of street on Sugar Avenue but require Mr. Serna to pave
22 feet and install curbs and sidewalks, at an approximate cost of $5,000.00.
Councilman Heinly asked if Mr. Serna would be agreeable to the conditions im-
posed providing for improvements at a later date, and entering into an
with the City to make the improvements at a time when the other property owners
made their improvements. Mr. Canady stated this would be agreeable to the
applicant. It was moved by Councilman Heinly, seconded by Hubbard and carried,
that Preliminary Record of Survey Map No. 186 be approved, subject to
(a), (b), (c), (d), (e), (f) and (g); that the dedication of the land requested
be dedicated concurrent with the filing of the final Record of Survey; and with
regard to the other~ conditions, that the owner enter into a written agreement
with the City, which will be subject to the recording as a lien against the
property agreeing to provide the curbs, gutters, sidewalks and paving when the
area is developed, but not to exceed a period of seven years.

Communication was presented'from ~he planning Com~aission recommending approval
of Tentative Tract Map No. 3998, filed by K. W. Koll, creating nine lots located
on the east side of Artesia Street, and on the north and south sides of Tenth
Street, subject to conditions. Bert L. Goss, 1531 W. 10th Street, representing
a group of property owner s on Tenth Street, objected to the change of
Tenth Street frcm a "dead end" street to a through street to Artesia, due to
the increase in traffic and the safety of the children in the area. Mr. Goss
presented a letter from George E. Herron, Jr., 1616 West lOth Street, protesting
any change~ stating that he purchased his property knowing this section of Tenth
Street terminated before reaching Artesia Street, and on motion of Councilman
Heinly, seconded by Hubbard and carried, the protest was received and filed.
Grace Trimble, 919 No. Artesia Street, stated they own the corner property and.
purchased one-half of the southern section of Tenth Street sixteen years ago,
and protested cutting the street through, as itwould increase the noise from
traffic. Bill Frost, Raub & Southworth Engineers of Costa Mesa, representing
the applicant, stated the original plan has a cul-de-sac, but lt was recommended
that the street be cut through. The original Tract No. 521 was offered for
dedication for a street easement when Tenth Street was to be opened easterly to
connect with Artesia Street. K. W. Koll, 1555 Placentia, Newport Beach, offered
an alternate suggestion to construct a large walk four or five feet wide so the
children could go throuSthe park to the west and south, thus alleviating the
condition of foot traffic, but not vehicular traffic, and stated there is no
objection to making it a cul-de-sac street or a through street. Maysr Hall
stated he wished to further investigate the matter, and the applicant consented
to a continuance. On motion of Councilman Hubbard, seconded by Heinly and
carried, further action on the matter was continued to the next meeting.

Communications were presented from the Planning Commission recommending approval
of Revised Tentative Tract Map No. 3902, filed by A. Richard Brown for Frank C.
and Nelda U. Latham, creating 91 lots located on the south side of Santa Clara
Avenue and approximately ll61 feet west of Tustin Avenue, subject to conditions;
and Revised Tentative Tract Map No. hO00, filed by A. Richard Brown, on behalf
of Paul J. and Ruth E. Knaak, creating ~7 lots, located 656 feet south of Santa
Clara Avenue and ll61 feet west of Tustin Avenue, subject to conditions.
A. Richard Brown, Jr., 7632 Con~onwealth Avenue, Buena Park, stated he is the
purchaser of the property desdribed in Revised Tentative Tract Map No. 3902, and
before going into escrow the property was thoroughly investigated, and there is
a possibility of annexing to the City, and we could build homes on 6,000 square
foot lots, with an A-1 Zoning, a 25-foot setback and a six-foot side yard. Mr.
Brown stated he, as Engineer, represents the owners of property described in
Revised Tentative Tract Map No. ~000, and this Map, as well as Revised Tentative
Tract Map No. 3902, are predicated upon lot areas of 6,000 square feet. The
Mayor suggested further action be postponed until the next meeting, and the Plan
ning Commission submit their rec~mnendati(m reference the question of 7,200 squal

Communications were presented from Jack Mo Smith, 2113 W. Borchard Street, call.
lng attention to a serious traffic problem and four near accidents on the cornel
of Edinger and Raitt Streets, and Edinger and Center Streets, and suggesting
need for a crosswalk guard for the protection of the school children who cross
there; from Smedley Junior High School P.T.A. President and Principal, stating
their concern for the safety of studer~ pedestrians who must cross Edinger
a heavily travelled thoroughfare, to reach Smedley Junior High and Valley
High Schools, and submitting a count of vehicle and pedestrian traffic in the
vicinity adjacent to the School, and urging immediate steps to provide either
a crossing guard or a traffic signal at Edinger and Raitt Streets; from Valley
Senior High School P.T.A. President and Principal requesting reinstatement of a
crossing guard or traffic control at the corner of Edinger and Raitt Streets
the large number of students who use these crosswalks daily to reach Valley
Senior High and Smedley Junior High Schools; and from the Secretary, Board of
Education, advising the Board was made officially aware of a serious traffic
condition existing on Edinger Street, near the Smedley Junior High School, affe¢
lng not only their safety but also Valley Senior High and Diamond Elementary
Schools, and urging steps to alleviate the dangerous conditions existing at
school crossing. Mrs. Paul Honeycutt, 2309 So. Park Drive, representing the
Smedley Junior High School P.T.A. stated a sur~ey report and letter had been
mitted to the City Council indicating the number of vehicles crossing the inter-
section of Edinger and Raitt Streets, and requested that a crossing guard or
traffic signal be placed at that corner to relieve the traffic condition. On
motion of Councilman Hubbard, seccaded by Heinly and carried, the survey report
and communication of the P.T.A. Smedley Junior High School; the traffic report
from the Director of Public Works, and communications from Jack M. Smith, 2113
W. Borchard Avenue; from the P.T.A. President and Principal of Valley Senior
H~gh School; and from the Secretary of City Schools~ were received and filed.
Mrs. Sue Baxter, 1237 W. St. Andrews Place, stated she has observed children
c~ssi~jg separately, in a disorganized manner, at this corner and that vehicles
have to wait from ten to fifteen minutes to come in or out of Smedley Junior
High School, and a signal or a crossing guard at this corner would serve this
purpose. Mayor Hall left the Chair. Vice-Mayor Hubbard assumed the Chair.
It was moved by CounciLman Brewer, seconded by Hall and carried, that a Police
Officer be stationed at the intersection of Edinger and Raitt Streets from 7:30

Communication wes presented from Mrs. McKinzie, 2120 So. Van Ness Avenue, re-
questing permission to rent the Recreation Hall on Eighth Street, or the Cypress
Recreation Hall, fo~ her son, Reverend JackMcKinzie, to conduct Church of the
Bible services Sunday morning and evening and one night a week, preferably Wedne~
day, for the young people's gathering. Reverend Jack McKinzie, 1410 So. Douglas
Street, stated their Church has been attempting to locate a temporary meeting
place until such time as the Church is constructed, and have contacted store
buildings, warehouses, halls and mortuaries without success. Reverend McKinzie
stated he has been pastoring for over ten years procuring new Churches, and this
is the first time he has encountered difficulty in locating suitable premises.
We desire to use a small hall or the Recreation Hall on Cypress Street, on a
monthly basis, and we are in a position to pay a rental of $100.00 per month to
conduct services on Sundays and one night per week. Reverend Paul McKinzie,
10582 Blake Street, Garden Grove, stated the Church wes informed they could use
mortuary building in which they made repairs, and after inspection by the Buildi
and Fire Departments, use of the building~as disapproved. The Mayor suggested
that contact be made with the Masonic Temple and Markel Hall to rent space and
report back to the Council in two weeks. On motion of Councilman Heinly, secon-
ded by Hubbard and carried, action was continued to the next meeting.

On motion of Councilman Hubbard, seconded by Heinly and carried, proper official
were authorized to execute agreement with The Gallegos Corporation, with respect
to possession of the Police Facilities Building, to complete the enumerated item
within thirty-five days after notice of completion is filed, and it is agreed
that the City shall file the notice of completion within five days.
On motion of Councilman Heinly, seconded by Hubbard and carried, Preliminary
Record of Survey Map No. 19O, filed by A1 Bruning, creating four lots, located
250 feet north of First Street and on the west side of Fairview Street, was
approved, subject to conditions.
On motion of Councilm~n Hubbard, seconded by Heinly and carried, the City Coumci
adjourned to Wednesday, November 9, 1960, at 5:00 P.M. in the Council Chamber.
