RESOLUTION NO. 81- 197
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA AUTHORIZING THE
PURCHASE OF 255 FIREFIGHTING HELMETS
MEETING CAL OSHA SPECIFICATIONS FROM
SAN DIEGO FIRE EQUIPMENT AS AN
URGENCY PROJECT WITHOUT ADVERTISEMENT
FOR BIDS, AND STATING THE FACTS CON-
STITUTING SUCH URGENCY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. That the City Council finds and determines
that the purchase of 255 firefighting helmets meeting CAL
OSHA specifications from San Diego Fire Equipment is of
urgent necessity for the preservation of property for the
following reasons:
(a) In order to comply with the requirements
of State law, the City must purchase 255 firefighting
helmets meeting new CAL OSHA specifications by March 31,
1983, to replace present firefighting helmets not meeting
such specifications.
(b) The manufacturer of such helmets has
recently increased substantially the price thereof.
(c) The City presently has the opportunity
to purchase 255 firefighting helmets from San Diego
Firefighting Equipment at the price prevailing before such
increase, provided such purchase is made immediately.
(d) If the City were to advertise for
competitive bids for such firefighting helmets, the City
would lose the abovesaid opportunity due to the length of
time required for such competitive bidding process.
(e) The abovesaid purchase is therefore
urgently necessary to preserve public funds.
2. That, based on the facts hereinabove set
forth, the City Council does hereby authorize the abovesaid
purchase without advertising for bids.
