RESOLUTION NO. 81- 202
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA REQUESTING THE STATE
LEGISLATURE TO APPROVE SALE OF THE WEST
RESERVOIR AND LA BONITA PARK SITES AND
TO APPROVE THE APPLICATION OF THE SALE
PROCEEDS TO FURTHER DEVELOPMENT OF
EXISTING PARK AND RECREATIONAL FACILITIES
IN WEST SANTA ANA.
WHEREAS, West Reservoir and La Bonita Park sites
were acquired by the City of Santa Ana with a grant pursuant
to the State Beach, Park, Recreational, and Historical
Facilities Act of 1974; and
WHEREAS, Section 5096.96 of the State Public
Resources Code requires a specific act of legislature to use
the property, so acquired, for other purposes; and
WHEREAS, neither of these park sites have been
developed by the City because of the general shortage of
funds; and
WHEREAS, the people of West Santa Ana are in dire
need of at least one complete recreation facility,
consisting of playing fields, recreation center building,
swimming pool, picnic area, and security lighting; and
WHEREAS, there are no city funds available to
develop such a complete facility by improving the existing
recreation facilities in the West Santa Ana area; and
WHEREAS, the proceeds from the sale of these two
unimproved park sites shall be used to implement a project
to construct and improve the existing recreation facilities
within West Santa Ana thus benefiting all citizens of the
City of Santa Ana; and
WHEREAS, such project shall set as a priority the
upgrading of Rosita Park to that of a c~plete recreation
facility with the application of any remaining funds to the
further development of any one or all of the following
Recreation and Park facilities: Campesino, Santa Anita,
Heritage and Figueroa Parks;
NOW, THEREFORE,BE IT RESOLVED that the City
Council of the City of Santa Ana hereby:
Requests the legislature of the State of
California to authorize the sale of West Reservoir and La
Bonita Park properties at fair market value, provided that
the proceeds be used to develop and expand Park,
Recreational or Historical Facilities of nearly the same
market value located in the same section of Santa Ana as
hereinabove described; and
Certifies that the City of Santa understands the
assurances in the existing agreement regarding the park
sites; and

Certifies that the City of Santa Ana has or will
have sufficient funds to operate and maintain the abovesaid
project; and
Certifies that said City meets the planning
requirements and that the projects are in accordance with
the land-use plans of those jurisdictions immediately
surrounding the project; and
Appoints the City Manager as the agent of the
to conduct all negotiations, execute and submit all
documents, including, but not limited to applications,
agreements, amendments, payment requests, and any other
documents needed to complete the project.
