On motion of Councilman Heinly, seconded by Brewer and carried, the low bid of
C. B. Knickerbocker's, Inc. was accepted for Item 1, 3 Ccmpact Two-Door Sedans, in
the total amount of $5,306.16; and Item 8, 6 Four-Door Sedans, in the total amount
of $9,169.08; the low bid of George Dunton, Inc. was accepted for Item 2, 1 Compact

Councilman Heinly disqualified himself on the following Variance Application:
Comm~uicatLun was presented from the planning Co~ission requesting consideration
and determination, due to a tie-vote by the Planning Commission on November 14
on Variance Application No. 1395, filed by Miles H. Zeller, to be exempt from the
off-street parking requirement for a building including professional and general
business offices and retail comsaercial activities, at 335 W. 17th Street. Mr.
Zeller, 2754 No. Flower Street, stated he purchased this property in
at which time preliminary plans were prepared to include the one-third lot area
requirements for off-street parking, or spaces for eleven cars, under the old
Lug Ordinance, and the present requirement for 22 off-street parking spaces create
a financial hardship. On motion of Councilman Hubbard, seconded by Brewer and
carried, Variance Application No. 1395, filed by Miles H. Zeller, was granted,
subject to providing eleven parking spaces.
C~,unication was again presented from Mrs. McKinzie, 2120 So. Van Ness Street,
requesting permission to rent the Recreation Hall on Eighth Street, or the Cypress
Recreation Hall, for her son, Reverend Jack McKinzie, to conduct Church of the
Bible services Sunday morning and evening and one night a week, preferably Wednes-
day, for the young people's gathering. Reverend Jack McKinzie expressed his ap-
pr~eciation to the City Council and the Planning Department for their cooperation
and assistance in locating a b~ilding at Third and Olive Streets, to conduct
Church services, and on motion of Councilman Hubbard, seconded by Heinly and car-
ried, the co~mmmication was received and filed.
On motion of Councilman Heinly~ seconded by Hubbard and carried, the following
Preliminary Record of Survey Maps were approved:
Preliminary Record of Survey Map No. 191~ filed by R. A. Karos and K. W.
Whiteland, creating three parcels located west of Santiago Street and so~th of
Santa Clara Avenue~ subject to conditions; and
Preliminary Record of Survey Map No. 192, filed by Greschner-Rabec, et al,
creating two parcels located on the north side of First Street and approximately
410 feet east of Sullivan Street, subject to conditions.
On motion of Councilman Heinly, seconded by Hubbard and carried, Map of Tract No.
3932, filed by Greschner-Rabec, for dedication of Clara Street, First Street,
Second Street, Third Street and alleys, for public use for highway purposes, and
all vehicular access rights to First Street, and bond in the sum of $61,000.00
were approved; no license fee required as commercial property, and agreement
ing improvements ordered signed.
Communications were again presented from the Planning Department recommending ap-
proval of Revised Tentative Tract Map No. 3902, filed by A. Richard Brown for
Frank C. and Nelda U. Latham, creating 91 lots located on the south side of Santa
Clara Avenue and approximately ll61 feet west of Tustin Avenue, subject to condi-
tions; and Revised Tentative Tract Map No. 4000, filed by A. Richard Brown, on
behalf of Paul J. and Ruth E. Knaak, creating 47 lots, located 656 feet south of
Santa Clara Avenue and ll61 feet west of Tustin ~vemue, subject to conditions.

Communication was again presented from the Planning Departmer~t with letter dated

Engineers to furnish complete plans, including architectural, structural, mechanica
and electrical design and specifications for the work of altering and rehabilitatin
the portions of the City Hall formerly used by the Police Department, and to inte-
grate the same into the use of the overall structure; and
With Gardendale Builders, Incorporated, dated November 21, 1960, for the rec~v
cry of cost for off-site sewer on Sugar Avenue from the west property line of New-
hope Street to a manhole 1~38 feet west, the sum of $5.46 per front foot on each
side of the street except in Tract No. 2905; and for the sewage from any area other
than the 10.5 acres in Tract No. 2905, the sum of $208.36 per acre for each acre
utilizing the sewer ejector until a total of sixty acres including the above said
10.5 acres is reached.

reclassify from the R-3 District to the C-2 District, property generally describe(
as a parcel 80 feet by 120 feet, located on the east side of Grand Avenue, begin-
ning approximately 150 feet north of the intersection of Fourth Street and Grand
Avenue; on motion of Councilman Hubbard, seconded by Heinly and carried, the hear-
ing was continued to December 5, 1960.
On motion of CounciLman Hubbard, seconded by Heinly and carried, the request of th
Manager was approved to employ Land Acquisition Service to appraise and negotiate
for the procurement of lands for the expansion of the Civic Center, not to exceed
an additional sum of $5,000.00.
On motion of Councilman Hubbard, seconded by Heinly and carried~ the request of
the Department of Public Works was granted, the plans and specifications approved,
and the Purchasing Agent authorized to advertise for bids for the construction of
Fire Station No. 8, located at 5th and Newhope Streets; bids to be opened
December 19, 1960.
On motion of Councilman Hubbard, seconded by Heinly and carried, the request of
the Department of Public Works was granted, and the Purchasing Agent authorized to
advertise for bids for the improvement of Sugar Avenue, between Harbor Boulevard
and the West City Limits, Project 126; bids to be opened December 5, 1960.
On motion of Councilman Hubbard, seconded by Heinly and carried, the request of
the Department of Public Works was approved for payment of $13,814.00 to Cunningh~
Builders, Inc. for the City's proportionate share of cost to improve Standard Avert
and Bishop Street.
On motion of CounciLman Hubbard, seconded by Heinly and carried, the bonds were
ordered released and improvements accepted as completed on the following Tracts:
Bond in the sum of $105,000.00, filed by Cunningham Builders, Inc., for the
improvements on approx~ately 20 acres, or 78 lots~ bounded on the north by Chest-
nut Street, on the west by a line approximately 800 feet west of the S.P.R.R., on
the east by a line apprcximately 396 feet west of the S.P.R.R. and on the south
by a line approximately 2132 feet south of Chestnut Street, in Tract No. 2~82; and
Bond in the sum of $31,000.00, filed by Coordinated Service, for the improve
ments on 39 residential lots located south of Hazard Avenue and 876 feet west of
Verano Street, in Tract No. 3665.
On motion of Councilman Hubbard, seconded by Heinly and carried, the following
Applicaticms to Solicit Funds were granted:
United Cerebral Palsy Association of Orange County, requesting change of date
from December l, 1960 to January 12, 1961, to solicit in a house-to-house campaign
for the education and training of the cerebral palsied in Orange County, also the
support of a program of research to prevent and treat same~ and
Church of ~he Palms, Seventh Day Ad'vemtist Church, 1314 No. Broadway, to
solicit November 26, 1960 to January 7, 1961, for their annual "Ingathering" fund-
raising program.
On recommendation of the Police Department, and on motion of Councilman Hubbard,
seconded by Heinly and carried, the Application of the Western Missionary Army, Inc
1759 No. Western Avenue, Los Angeles, was denied, to solicit funds for six months
for the promulgation of Christian activity.
On motion of Councilman Hubbard, seconded by Brewer and carried, the claim of
Santa Ana Chain & Gear Company, Inc., 915 E. First Street, for alleged damages to
their car driven by Jack R. Packard, in the sum of $712.57, due to defect in stree
at Bane Drive and Delhi Road, was referred to the City Attorney and Insurance
Carrier.

be instructed to prepare a report within ninety days and report to the City Council
as to the needs of bus service in areas not now serviced by the present transporta-
tion facility for the following reasons: (1) Many requests have been received for
transportation; (2) the busses do not service~ in some instances~ within three mile~
of the newly developed areas~ (3) areas west of the Santa ~na River~ east of Main
Street~ east of Standard Avenue~ and south of McFadden Avenue to Delhi Road are not
serviced by the bus con~any~ and (~) hours for final runs of busses cease at sundow~
