HomeMy WebLinkAbout82-030RESOLUTION NO. 82-30 RESOLUTION OF THE CITY OF SANTA ANA URGING A YES VOTE ON THE REFERENDUM ON THE 1980 STATE WATER ACT (SB200) APPEARING ON TEE JUNE 8, 1982, BALLOT WHEREAS, California must maintain a water policy consistent with the high environmental standards needed for the protection of our natural resources; and WHEREAS, it is necessary for the State of California and all of its residents to develop a conscientious program of water conservation; and WHEREAS, the fish and wildlife populations of the Sacramento-San Joaquin Delta are being destroyed by present methods of pumping water frcm the Delta; and WHEREAS, California agriculture faces a critical shortage of water, which could result in a loss of production; and WHEREAS, the Metropolitan Water District, which supplies most of Southern California, will lose over half of its Colorado River water allotment in the mid-1980s due to a 1963 United States Supreme Court Decision (Arizona vs. California); and WHEREAS, The 1980 State Water Act is a comprehensive water development and water conservation measure designed to meet the water needs of every region of California while providing unprecedented environmental protections; and WHEREAS, The 1980 State Water Act will ensure against drought years by conserving and storing thousands of acre-feet of surplus water which is now being lost to the Pacific Ocean through the Delta; and WHEREAS, The 1980 State Water ACt will help restore fish and wildlife populations in the Delta and San Francisco Bay to their historical levels of 1922-1967; and WHEREAS, The 1980 State Water ACt authorizes major water conservation and waste water reclamation programs; and WHEREAS, the Peripheral Canal, as authorized under The 1980 State Water A~t, will help replace the lost Colorado River water on which Southern California now depends; and WHEREAS, the (Dst of the Peripheral Canal, as authorized by The 1980 State Water A£t, is $600 million in 1980 dollars, which would cost the average family of five living in Southern California less than $10 a year; and RESOLUTION NO. 82-30 PAGE TWO WHEREAS, only those who benefit from The 1980 State Water Act will pay for the project; and WHEREAS, The State Water Act was approved by the legislature and signed by the Governor in 1980 as SB 200 and must now gain voter approval in the next statewide election; NOW, THEREFORE, BE IT RESOLVED, that the City of Santa Ana endorses The 1980 State Water Act (SB 200) and urges a YES vote by the Santa Aha electorate on the referend~ on this Act appearing on the June 8, 1982, ballot; and directing the Clerk of the Council to send such resolution to Orange County's State elected officials.
