RESOLUTION NO. 82-46
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AMENDING RESOLUTION NO. 77-51 AND
APPROVING THE APPLICATION FOR REALLOCATION OF 1976
S~ATE GRANT MONIES TO THE ROSITA PARK IMPROVEMENT
PROJECT
WHEP~AS, the people of the State of California
have enacted the State, Urban and Coastal Park Bond Act of
1976, which provides funds to the State of California and
its political subdivisicns for acquiring lands and for
developing faciliYies for public recreation and historical
purposes; and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for the administration
of the program within the state, setting up necessary procedures
governing application by local agencies under the program;
and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, said applications contain assurances
that tke applicant must comply with; and
WHEREAS, the applicant agency will enter into an
agreement with the State of California for the acquisition
and/or development of the project; and
WHEREAS, the City Council of the City of Santa
Ana, did on April 26, 1977, adopt Resolution No. 77-51,
authorizing the filing of an application for 1976 state
grant monies for the Prentice Park Zoo Development Project
pursuant to the aforementioned requirements; and
WHEREAS, the City Council of the City of Santa
Ana, did on September 6, 1977, adopt Resolution No. 77-104,
amending Resolution No. 77-51 and authorizing the filing of
an application for 1976 state grant monies for the Prentice
Park Zoo Development Project and the La Bonita Park Development
Project; and
WHEREAS, the City Council of the City of Santa
Ana, did on July 25, 1978, adopt Resolution No. 78-95,

amending Resolution No. 77-51 and authorizing the filing of
a new application requesting reallocation of a portion of
the 1976 grant monies in order to fund the La Bonita Park
Development, Memorial Park and E1 Salvador Park Improvement
Projects.
WHEREAS, the City Council of the City of Santa
Ana did on December 7, 1981, adopt Resolution No. 81-202
requesting the State Legislature to approve the sale of La
Bonita Park site and the application of the sale proceeds to
further development of existin~ park facilities in West
Santa Ana, including as priority the upgrading of Rosita
Park;
WHEREAS, 1976 state, grant monies in the amount of
$165,000 were previously allocated for La Bonita Park develop-
ment, but not expended;
WHEREAS, the City of Santa Ana wishes to file a
new application requesting reallocation of the $165,000 in
1976 state grant monies designated for the La Bonita Park
Development Project to fund the Rosita Park Improvement
Project;
NOW, THEREFORE, BE I~ RESOLVED by the City Council
of the City of Santa Ana that it hereby amends said Resolution
No. 77-51 as follows and hereby:
1. Approves the filing of a new application for
$165,000 in 1976 state grant assistance to fund the Rosita
Park Improvement Project.
2. Certifies that said agency understands the assurances
in the application; and
3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project; and
4. Certifies that said agency has reviewed and under-
stands the General Provisions contained in the sample state/
local agreement; and
5. Appoints the City Manager as agent of the City to
conduct all negotiations, execute and submit all docua~ents

including but not limited to applications, agreements,
amendments, payment requests, and so on which may be necessary
for the completion of the aforementioned project.
