RESOLUTION NO. 82-111
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA REQUESTING THE BOARD
OF SUPERVISORS OF ORANGE COUNTY TO
CONSOLIDATE A SPECIAL MUNICIPAL ELECTION
OF THE CITY OF SANTA ANA WITH THE GENERAL
ELECTION TO BE HELD ON NOVEMBER 2, 1982
WHEREAS, the City Council of the City of Santa Ana
has called a special municipal election in the City of Santa
Ana on November 2, 1982, for the purpose of submitting to
the qualified voters of the city, certain proposed amend-
ments to the City Charter; and
WHEREAS, there will be a statewide general
election held on November 2, 1982; and
WHEREAS, it is desirable that said special elec-
tion of the City of Santa Ana be consolidated with the
statewide general election to be held on the same date and
that within the City of Santa Ana the precincts, polling
places and election officers be the same, and that the Board
of Supervisors of the County of Orange canvas the returns of
the special municipal election to be held in all respects as
if there was only one election;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA:
SECTION 1: That pursuant to the requirements of
Section 23302 of the Elections Code of the State of California,
the Board of Supervisors of the County of Orange is hereby
requested to consent to and order the consolidation with the
general election of November 2, 1982, of a special election
of the City of Santa Ana to be held upon the same for the
purpose of submitting to the electors of the City of Santa
Ana certain propositions to appear on the ballot as follows:
CHARTER LANGUAGE. Shall the Charter be
amended to bring Charter provisions into con-
formance with state law, deleting superflu-
ous language, and revise regulation of
political activity, including:
-Providing for infraction prosecutions;

-Adjusting competitive bidding amount; : : :
-Requiring Constitutional oath of office : : :

amended to modify provisions for service on

-Deleting reference to sex status of
members on the Board of Recreation
and Parks?
-Providing greater autonomy for the
Personnel Board;

PERSONNEL PROCEDURES. Shall the Charter be
amended to revise rules for selection, com-
pensation, promotion and retention of City
Personnel, including:
-Allowing the City council more flexibility
in setting-~rules for employee selection;

in setting suspension, demotion and lay-
off procedures;

ELECTIONS. Shall the Charter be amended so : :

SECTION 2: Said Board of Supervisors is hereby
authorized to canvas the returns of said special municipal
election, pursuant to Section 23306 of the Elections Code of
the State of California.
SECTION 3: The City of Santa Ana recognizes that
additional costs will be incurred by the County by reason of
this consolidation, and agrees to reimburse the County for
any such costs.

SECTION 4: The Clerk of the Council is hereby
directed to file a certified copy of this resolution with
the Board of Supervisors of the County of Orange, and a
certified copy of this resolution with the Registrar of
Voters of the County of Orange.
