HomeMy WebLinkAbout82-136K~L:adg 9/23/82 RESOLUTION NO. 82- 136 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA PROHIBITING VEHICULAR USE OF A PORTION OF SANTIAGO STREET SOUTH OF MEMORY LANE/PARKER STREET BY MEANS OF ROADWAY DESIGN FEATURES WHEREAS, one of the stated objectives of the Circulation Element of the General Plan of the City is to reduce through traffic in residential neighborhoods; and WHEREAS, Santiago Street north of Seventeenth Street is a residential street in a single-family home neighborhood area; and WHEREAS, Santiago Street is increasingly used by vehicular traffic traveling through said neighborhood between points north and south thereof, to the detriment of the residential character of said street and neighborhood; and WHEREAS, Section 21101 of the Vehicle Code of the State of California authorizes local authorities to prohibit entry and exit to and from any street by means of traffic barriers and other roadway design features to implement the circulation element of a general plan; and WHEREAS, the prohibition of vehicular use of that portion of Santiago Street south of Memory Lane/Parker Street does implement the Circulation Element of the General Plan of the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA~ANA AS FOLLOWS: 1. Vehicular entry and exit to and from that portion of Santiago Street lying between the intersection with Memory Lane/Parker Street and a point 290 feet south of the centerpoint of said intersection shall be prohibited by means of curbs, barriers and/or other roadway design features. 2. The Director of Transportation is authorized to commence public works construction procedures for the installation of such roadway design features and to cause such installation to be completed in accordance therewith. Until such time as the installation of such roadway design features is completed, the Director of Transportation is authorized and directed to maintain a traffic barrier prohibiting vehicular traffic from entering on to Santiago Street from Memory Lane/Parker Street and from exiting on to Memory Lane/Parker Street from Santiago Street. 4. Ail barriers and other roadway design features authorized by this resolution shall be designed and maintained so as to allow through passage by pedestrians and other non-vehicular traffic and, on an occasional basis, by emergency vehicles.
