RESOLUTION NO. 82- 137
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA PROHIBITING VEHICULAR
ENTRY ON TO GROVEMONT STREET FROM
LINCOLN AVENUE BY MEANS OF ROADWAY
DESIGN FEATURES
WHEREAS, one of the stated objectives of the
Circulation Element of the General Plan of the City is to
reduce through traffic in residential neighborhoods; and
WHEREAS; Grovemont.Street between Lincoln Avenue
and Santiago Street is a residential street in a single-
family home neighborhood area; and
WHEREAS~ Grovemont Street is increasingly used by
vehicular traffic traveling through said neighborhood
between points east and west thereof, to the detriment of
the residential character of said street and neighborhood;
and
WHE/{EAS, Se=tion 21101 of the Vehicle Code of the
State of California authorizes local authorities to prohibit
entry to any street by means of traffic barriers or other
roadway design features to implement the circulation element
of a general plan; and
WHEREAS, the prohibition of vehicular entry on to
Grovemont Street from Lincoln Avenue does implement the
Circulation Element of the General Plan of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Vehicular entry to Grovemont Street from Lincoln
Avenue shall be prohibited by means of barriers or other
roadway design f.eatures.
2. The Director of Transportation is authorized to
commence public works construction procedures for the

installation of such barriers or other roadway design
features and to cause such installation to be completed
accordance therewith.
