RESOLUTION NO. 82-149
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING THE PURCHASE OF SPECIMEN
TREES WITHOUT BIDS BECAUSE OF URGENCY AND NECESSITY
WHEREAS, it is necessary to plant specimen trees
in order to buffer the bridge structure of the Broadway
Overcrossing from the adjacent residential community; and
WHEREAS, the species fraxinus uhdei (evergreen
ash) was recommended by Caltrans and agreed upon by the
Broadway Design Review Commit{~e as a fast growing, large
spreading, dense tree acclimated to the area, which specimen
trees would best preserve the asthetics of the nearby prop-
erty and, through noise reduction, the health of those in
the area; and
WHEREAS, preservation of said health and property
is urgent and necessary to the success of the project; and
WHEREAS, after exhaustive search, a tree broker
has located eight large specimen trees which can be contract
grown to increase their size approximately five feet in a
one year period; and
WHEREAS, such specimen trees cannot be located
with any other vendor in Southern California; and
WHEREAS, if purchased at time of construction,
the largest such trees available will most likely be approx-
imately 14 feet high (36 inch box) rather than the twenty
to forty foot trees currently available; and
WHEREAS, current purchase and contract growing of
said trees is deemed both urgent and necessary.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Current purchase and contract growing of
eight large specimen trees, species fraxinus uhdei (evergreen
ash), is deemed urgent and necessary to protect property
and health in the area of the Broadway Overcrossing.

2. Said purchase, including boxing, moving to
Anaheim, one year maintenance, delivery to job site, broker
commission and guarantee, is hereby approved at a total
cost to the City of $12,296.
3. Due to the urgency of purchase and scarcity
of availability, said purchase is let Without bids pursuant
to Santa Aha City Charter ~ 421.
