HomeMy WebLinkAbout82-155AJW:sl 11/12/82 RESOLUTION NO. 82-155 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ESTABLISHING A JOINT EFFORT BETWEEN THE CITY OF SANTA ANA AND THE CITY OF FOUNTAIN VALLEY REGARDING THE IMPROVEMENT OF THE HARBOR BOULEVARD CORRIDOR WHEREAS, the City of Santa Ana has implemented two Redevelopment Areas along Harbor Boulevard immediately to the north and south of the portion of Harbor Boulevard, which lies in the City of Fountain Valley or under its sphere of influence in unincorporated Orange County; and WHEREAS, the City of Santa Ana has indicated to the Local Agency Formation Commission (LAFCO) a desire to have those unincorporated areas included in the sphere of influence of Santa Ana in order to ensure the adequate development of the Harbor Boulevard Transportation Corridor; and WHEREAS, the City of Fountain Valley desires that these unincorporated pockets remain within their city's sphere of influence; and WHEREAS, the City of Fountain Valley recognizes that the concerns of the City of Santa Ana for the proper and timely improvement of the Harbor Boulevard Corridor is essential to the goals of economic development in Santa Ana and Fountain Valley; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Santa Ana and the City Council of the City of Fountain Valley: That the City of Fountain Valley agrees to the following commitments for the Harbor Boulevard Corridor: That the City of Fountain Valley agrees to provide their portion of the funds necessary for the widening and realignment of the Harbor Boulevard bridge over the Santa Ana River, That the City of Fountain Valley agrees to widen Harbor Boulevard as deemed necessary to expand the capacity for support of the development of the Corridor in conjunction with efforts of the City of Santa Ana, That the City of Fountain Valley agrees to tie the traffic signals on Harbor Boulevard to the computerized traffic flow system now being implemented for the Harbor Boulevard Corridor, and RESOLUTION NO. 82-155 Page two e That the City of Fountain Valley agrees to fund, in a timely fashion, any mitioation measures on Harbor Boulevard identified as necessary by a professionally prepared environmental impact report assessment. the City to: That of in consideration of the above commitments of Fountain Valley, the City of Santa Ana agrees Withdraw its petition before LAFCO to include said unincorporated pockets within its sphere of influence, and To work with the City of Fountain Valley to allow for full knowledge of Santa Ana's plans for the development of the Harbor Boulevard Corridor. That the cities of Fountain Valley and Santa Ana agree to work in concert to accomplish the above mentioned goals, including joint efforts to attain County, State and Federal financing for needed improvements, and That the cities of Fountain Valley and Santa Ana agree to consider mutually any additional matters that may be required to accomplish the economic development goals of both cities. The cities agree to negotiate and execute a formal agreement to implement this Resolution. ADOPTED THIS 15thday of November , 1982.
