RESOLUTION NO. 83-4
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING CONDITIONAL
USE PERMIT NO. 82-14 TO ALLOW A RETAIL
SHOE SALES BUSINESS IN THE M1 ZONE ON
PROPERTY LOCATED AT 1525 WEST ALTON AVENUE
WHEREAS, this Council held a public hearing on
January 3, 1983 on Conditional Use Permit Application No. 82-
14, to allow a retail shoe sales business on property
located at 1525 W. Alton Avenue in the Ml District, and more
specifically located on the map attached hereto as Exhibit A
and incorporated herein, said application having been
brought before this Council by Appeal No. 473, following its
denial by the Planning Commission; and
WHEREAS, prior to taking action on the said
application, this Council reviewed and approved the negative
declaration (I.S. No. 82-103) prepared for the project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing, this Council finds and determines as follows:
(a) The proposed business will offer the
neighborhood and the community a desirable service by
providing "designer shoes" at discount prices.
(b) The proposed use is located in an industrial
park which is buffered from nearby residential areas by a
railroad line, a flood control channel and water storage
tanks. The proposed use will be harmonious with other uses
in the industrial park and will have no adverse impacts on
the nearby residential areas. It will not create any risk
to people in the vicinity.
(c) The proposed use will comply with the
regulations and conditions specified in Chapter 41 of the
Municipal Code.
(d) The allowance of the proposed use will not
adversely affect the general plan designation of low density
residential, because the site is already developed as an
industrial park.

2. Conditional Use Permit No. 82-14 is hereby
approved, subject to the following limitations, requirements
and conditions:
(a) All signage for the subject use shall remain
consistent with the signage approved by the City for the
business park and shall be limited to business
identification only.
(b) The floor area devoted to retail sales shall
not exceed the area designated for such use on the building
floor plan approved by the City, unless an expansion is
authorized by the Director of Planning and Development
Services of the City upon a showing that adequate off-street
parking will be provided.
(c) Interior lighting shall be maintained in all
areas visable from the street.
(d) Window displays shall be kept at a minimum to
allow maximum visibility into the building from the street.
Shelving in display windows, together with merchandise on
such shelving, shall not exceed 3 feet.
(e) An exterior astragal shall be installed on
the western perimeter metal door. It shall be made of
either 1/8 -inch steel or 1/4 -inch aluminum with a width of 2
inches and shall extend 6 inches above and 6 inches below
the throwbolt. It shall extend at least one inch beyond the
door's edge and be attached with non -removable bolts.
(f) The subject building must be brought into
compliance with the City's Building Security Regulations
(S.A.M.C. sections 8-200 et sec.) to the same extent as

if it were a newly constructed building. Specific
regulations in need of compliance are noted in Exhibit B,
attached hereto and incorporated herein.

Section 8-211 B3 - Hinges for outswinging doors shall be equipped with

to preclude removal of the door from the exterior by
removing the hinge pins.

8-211 C2 - To fulfill the specifications of this section, tl,,,

strike to prevent spreading. A laminated hookholt,
with a ceramic insert, may also be installed as an
alternative method.
The locking device must be equipped with a case
hardened steel rotating cylinder guard.
