RESOLUTION NO. 83-25
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA STATING ITS INTENTION TO PARTICIPATE
AS A CONSORTIUM MEMBER FOR JOB TRAINING PROGRAMS
WHEREAS, the U.S. Congress has enacted, and the
President signed the Job Training Partnership Act (PL 97-
300, 29 USC Sections 1500 et seq.) to establish programs to
prepare youth and unskilled adults for entry into the labor
force, and to afford job training to those economically
disadvantaged individuals facing serious barriers to employ-
ment, who are in special need of such training to obtain
productive employment; and
WHEREAS, the Legislature of the State of Cali-
fornia has enacted, and the Governor signed the Family
Economic Security Act (AB 3424, Chapter 1329, Statutes 1982)
to establish a program of job preparation, training and
placement services which enable economically disadvantaged
persons to participate fully in the mainstream of our
economy; and
WHEREAS, the Job Training Partnership Act and the
Family Economic Security Act provide for the designation of
Service Delivery Areas to promote effective delivery of job
training services which are consistent with labor market
areas, and consistent with areas in which related services
are provided under other state and federal programs; and
WHEREAS, the Governor shall approve any request to
be a service delivery area from any consortium of contiguous
units of general local government with an aggregate popula-
tion of 200,000 or more which services a substantial part of
the labor market area; and
WHEREAS, such a consortium will promote efficiency
and economy in the provision of job training services in
Orange County, to the benefit of all residents of Orange
County.
THEREFORE, BE IT RESOLVED that the City of Santa
Ana intends to participate as a consortium member with the

Cities of Anaheim, Garden Grove, La Habra and the County of
Orange for the purpose of requesting designation by the
Governor of the area within geographic boundaries of the
County of Orange as the Service Delivery Area for effecting
job training programs to be funded with the monies from the
Job Training Partnership Act, Family Economic Security Act
and such other funds deemed appropriate. Said participation
is contingent upon the development of a cost effective con-
sortia model, and adequate assurances of distribution of
funds and services for residents of all geographic areas
within the service delivery area.
