RESOLUTION NO. 83-70
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA DENYING CONDITIONAL USE
PERMIT APPLICATION NO. 82-21 AND VARIANCE
APPLICATION NO. 82-22 TO ALLOW AN OFF -
PREMISE ADVERTISING SIGN ON PROPERTY
LOCATED AT 2721 S. GRAND AVENUE
WHEREAS, this Council held a public hearing on
June 20, 1983 on Conditional Use Permit Application No. 82-
21, to allow an off -premise advertising sign in the Ml
District and on Variance Application No. 82-22, to allow
such sign to be installed at variance with zoning
regulations restricting the installation of such signs near
freeways, on property located at 2721 S. Grand Avenue as
shown on the map attached hereto as Exhibit A, incorporated
herein, which applications were brought before this Council
by Appeals No. 478 and 483, following their denial by the
Planning Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Based on the evidence submitted at the abovesaid
hearing, this Council finds and determines as follows:
(a) The proposed sign is inconsistent with
developments and improvements in the vicinity and will
create a view deleterious to the area.
(b) There are no special circumstances pertaining
to the subject property which cause any unreasonable
hardship on the property owner in being required to comply
with the zoning regulations regarding the location of off -
premise advertising signs.
(c) The proposed sign is inconsistent with the
policies and goals of the "Scenic Corridors" element of the
General Plan. The Newport Freeway is a scenic corridor"
within the scope of such element and one of the objectives
of such element is to create a positive visual image for the
City.

2. Conditional Use Permit Application No. 82-21 and
Variance Application No. 82-22 are hereby denied.
