HomeMy WebLinkAbout83-104RESOLUTION NO. 83-104 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA OPPOSING THE CALIFORNIA TRANSPORTATION COMMISSION'S PROPOSED "INTERIM GUIDELINES ON COST SHARING FOR HIGHWAY INTERCHANGES AND SEPARATIONS" AND SUPPORT THE ORANGE COUNTY TRANSPORTATION COMMISSION'S PROPOSED ALTERNATIVE "POLICY ON COST SHARING FOR PUBLIC ROAD CONNECTIONS AND CROSSINGS OF FREEWAYS". WHEREAS, the State of California has traditionally been respon- sible for planning and implementing a comprehensive, multi -modal integrated transportation system; and WHEREAS, the State of California has traditionally been respon- sible for the funding of these higher level circulation facilities such as freeways, expressways, interchanges and separations which are of a state- wide general benefit; and WHEREAS, overcrossings, interchange connections and separations are vital and functional components of an integrated transportation system; and WHEREAS, the California Transportation Commission's proposed "Interim Guidelines" purports to shift the financial responsibility to local government for improvements that have traditionally been a State responsibility; and WHEREAS, future modifications to crossings and interchanges would now become a local responsibility; and WHEREAS, the State of California is able to prescribe uniform design standards which will contribute to a consistent statewide trans- portation system; and WHEREAS, the Orange County Transportation Commission along with many other local jurisdictions are opposed to the proposed policy change, and have put together an alternative proposal which in effect supports the continuance of the existing State policy, whereby the State pays nearly all of the costs for new and improved interchanges and separations; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SANTA ANA that the City Council hereby Commission's proposed "Interim Guidelines changes and Separations", and supports the Commission's proposed alternative "Policy Connections and Crossings of Freeways". COUNCIL OF THE CITY opposes the California Transportation on Cost Sharing for Highway Inter - Orange County Transportation on Cost Sharing for Public Road ADOPTED THIS 6th day of September 1983.
