HomeMy WebLinkAbout83-106RESOLUTION NO. 83-106 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING THE CITY'S BASIC CLASSIFICATION AND PAY PLAN TO ADD NEW CLASS TITLES IN ORDER TO CLASSIFY AND COMPENSATE CERTAIN NEW POSITIONS AUTHORIZED IN THE 1983-84 ANNUAL BUDGET WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Anja requires the City Manager to prepare, install and maintain a position classifi- cation and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, with the adoption of the 1983-84 Annual Budget, City Council authorized funds for certain new positions and the restructuring of certain other existing positions; and WHEREAS, it is now desired to delete certain unused or obsolete titles, add new class titles for the purpose of classifying and fixing the salary levels of new positions, change titles of certain existing classes, and make certain other changes in the City's Basic Classification and Compensation Plan to implement classification and pay provisions authorized in the 1983-84 Annual Budget. Ana: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa 1. That Section 3 of Resolution No. 82-110 is hereby amended by: a. Deleting the following class titles: Disaster Services Coordinator Firefighter I Leased Housing Supervisor Planner Scheduler Property Rehabilitation Counselor b. Designating the following class titles as "Terminal" by adding the parenthetical designator (T) next to following the class title, so that upon being vacated by its last remaining incumbent, the class will be automatically deleted from the classification and compensation plan: Assistant Planner I (T) Assistant Planner II (T) Director of Personnel (EM) (T) Workers' Compensation & Insurance Analyst (T) C. Changing the following class titles with no change in assigned salary ',rate ranges: From Assistant City Manager - Administration (EM). Assistant City Manager - Development Services (EM) Director of Finance (EM) Firefighter II License Inspector Permit Technician To Director of Administrative Services - Assistant City Manager (EM) Executive Director of Development Agency/Deputy City Manager (EM) Director of Finance -Assistant City Manager (EM) Firefighter Business Tax Collector -Inspector Permit Technician I d. Adding, in proper alphabetical sequence, the following new class titles at the salary rate ranges indicated: Salary Rate Range Class, Title No. Min - Max. Designating the new classes of Assistant City Manager and Deputy'City Manager -Operations as Unrepresented Executive Management (EM) and the new class of Neighborhood Improvement Manager as Unrepresented Middle -Management (MM) . f. Redesignating`the existing class of Executive Assistant from Executive Management (EM) to Middle -Management (MM) and reallocating the class from Salary Rate Range No. M583 ($3586-$3954) to No. M563 ($3253-$3586)effective 10-1-83. g. Reallocating the existing class of Agency Secretary from SalarylRate Range No. 420 ($1619-$1968) to No. 401 ($1476-$1793). I 2. That Section 3.1, Special Compensation Provisions, is hereby amended by: a. Adding the following pay differential designations: (m) An incumbent in the class of Executive Assistant who is currently assigned responsibility for managing a division of the Department of Administrative Services shall be paid at a rate set twenty (20) rate ranges (10%) above his or her current salary step in the base salary rate range herein established for the class and shall retain such management designation (EM or MM) the incumbent held on June 30, 1983, (n) An incumbent in the classes of Plan Examiner I or II who is a Registered Engineer with the State of California, or who possesses a valid Plan Examiner Certificate issued by the International Confer- ence of Building Officials (ICBO), will be paid at a rate set ten (10) salary rate ranges (5%) above his or her then current base salary step. (o) Notwithstanding other provisions of this Resolution, new employees appointed in a probationary status to the class of Fire- fighter, shall be paid the rate shown as Step A in a salary rate range set fifty-three (53) rate ranges less than the salary rate range herein established for the class of Firefighter. Such probationary employees shall be advanced to Step B of such probationary rate range in accord- ance with Section 6 and 7 of this Resolution. Upon successful comple- tion of the probationary period, said employees shall be automatically advanced to Step A of the rate range herein established for the class of Firefighter and shall advance through the remaining steps of that range in accordance with Section 6 and 7 of this Resolution. b. Amending pay differential designation "(g)" to read as follows: (g) Incumbents in the classes of Park Maintenance Worker I and II and Park Maintenance Leader who are continuously and regularly assign- ed to perform, either on a full-time or half-time basis, duties as a parks maintenance Planner -Scheduler, will be paid an assignment pay differential at a rate set above his or her then current base monthly salary step in accordance with the following schedule: 20 rate ranges (10%) for full-time assignment; 10 rate ranges (5%) for half-time assignment. 3. That this Resolution shall be operative from and after September 1, 1983.
