HomeMy WebLinkAbout83-107REL:ar 8/17/83 RESOLUTION NO. 83-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING THE GENERAL PLAN OF THE CITY OF SANTA ANA WHEREAS, the Planning Commission of.the_City of Santa Ana, at its regular meeting of August 8, 1983, after Iduly noticed public hearing, approved amendments to the General Plan of the City of Santa Ana as hereinafter set (forth; and WHEREAS, this Council has reviewed the initial !environmental study and negative declaration prepared for (these proposed General Plan amendments; and WHEREAS, this Council, after duly noticed public !hearing, concurs in the Planning Commission's approval of (the said General Plan amendments: NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF (SANTA ANA DOES HEREBY RESOLVE AS FOLLOWS: 1. That the adoption of the said General Plan amendments will not have any significant effect on the environment, and the negative declaration prepared for said amendments is hereby approved. 2. That the General Plan of the City of Santa Ana lis hereby amended as follows: (A) The "Land Use Plan" of the Land Use Element is hereby amended in the following particulars: (1) That certain area bounded on the north by Santa Ana Boulevard, Lincoln Avenue, and the Santa Ana Freeway; on the east by Grand Avenue; on the south by Fruit Street, the Southern Pacific Railroad right-of-way, and Sixth Street; and on the west by French Street, is hereby redesignated from the "High-density residential," "Institutional," and "Professional and Administrative Offices" land use categories, to the "Mixed Use Corridor" category. (2) That certain area bounded on the north by Broadway Place; on the east by Main Street; on the south by Dyer Road; and on the west by a line parallel to and 200 feet to the west of Main Street, is hereby redesignated from RESOLUTION NO. 83- 107 PAGE TWO the "Medium -density residential," and "Industrial" land use categories, to the "Mixed Use Corridor" category. (3) That certain area bounded on the north by Penn Way; on the east by Poinsettia Street; and on the southwest by the Southern Pacific Railroad right-of-way, is hereby redesignated from the "Low/medium-density residen- tial" land use category, to the "District Center" category. (B) The "Streets and Highways Plan" of the Circulation Element is hereby amended in the following particulars: (1) The following streets are redesignated from the "Primary Arterial" category to the "Major Arterial" category: (a) Euclid Street, between Edinger Avenue and Westminster Avenue. (b) Westminster Avenue, between Euclid Street and Fairview Street. (c) Fairview Street, between Westminster Avenue and the north city limits. (d) Memory Lane, between the west city limits and Bristol Street. (e) Owens Drive, between Broadway and Lawson Way. (f) Main Street, between Owens Drive and the north city limits. (g) First Street, between Cypress Avenue and the east city limits. (h) Warner Avenue, between Harbor Boulevard and Grand Avenue. (i) Segerstrom Avenue, between Harbor Boulevard and Bear Street. (j) McArthur Boulevard, between the west city limits and Harbor Boulevard. RESOLUTION NO. 83- 107 PAGE THREE (2) The following streets are redesignated ,from the "Secondary Arterial" category to the "Primary ,Arterial" category: (a) Cabrillo Park Drive, between Fourth Street and Seventeenth Street. (b) Flower Street, between Sunflower Avenue and Warner Avenue. (c) Segerstrom Avenue, between the west city limits and Harbor Boulevard.. (d) Fourth Street, between French Street and the Santa Ana Freeway. (3) Sunflower Avenue, between the west city limits and Bear Street is redesignated from the "Major Arterial" category to the "Primary Arterial" category. (4)- Santa Ana Boulevard, between Ross Street and Broadway, is redesignated from the "Primary Arterial" category to the "Secondary Arterial" category. (5) The following streets are redesignated from the "Secondary Arterial" category to the "Tertiary Arterial" category: (a) Bush Street, between Seventeenth Street and First Street. (b) Lyon Street, between First Street and Warner Avenue. (c) Ritchey Street, between McFadden Avenue and Warner Avenue. (d) Greenville Street between Warner Avenue and Alton Avenue. (6) Cabrillo Park Drive, between First (Street and Fourth Street, is designated as a "Primary Arterial" street. (7) The following streets are designated as "Secondary Arterial" streets: RESOLUTION NO. 83- 107 PAGE FOUR (a) Cambridge Street, between Fairhaven Avenue and the north city limits. (b) Standard Avenue, between First Street and Seventeenth Street. (c) Ross Street, between First Street and Santa Ana•Boulevard. (d-) Alton Avenue, between Fairview Street and Bristol Street. (8) The following streets are designated as "Tertiary Arterial" streets: (a) Ross Street, between Santa Ana Boulevard and Seventeenth street. (b) Greenville Street, between Sun- flower Avenue and Alton Avenue. (9) The following streets, previously desig- nated as "Secondary Arterial" streets, are deleted from the "Streets and Highways Plan".: (a) Town and Country Road, between Main Street and the Santa Ana Freeway. (b) Fourth Street, between Main Street and Bush Street. (c) Lincoln Avenue, between Santa Ana Boulevard and Washington Avenue. (d) Cypress Street, between Warner Avenue and First Street.
