RESOLUTION NO. 83- 121
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING THE ACCEPT-
ANCE OF A $450,000 GRANT FROM THE DEPART-
MENT OF COMMERCE, ECONOMIC DEVELOPMENT
ADMINISTRATION FOR A PUBLIC IMPACT PROGRAM
PROJECT
WHEREAS, the unemployment rate in the City of Santa Ana
for the year of 1982 was 9.2 percent; and
WHEREAS, a Central City Target area of 25,942 persons
was documented to have an unemployment rate of 20.2 percent
during the fourth quarter of 1982; and
WHEREAS, this qualified the City of Santa Ana to be
designated as an Economic Development Administration Public
Works Impact Program (PWIP) Area; and ,
WHEREAS, Congress allocated special funding to the
U.S. Department of Commerce, the Economic Development
Administration (EDA), to develop projects for the public's
good which results in short-term and long-term jobs for
the unemployed in PWIP areas; and
WHEREAS, the City of Santa Ana has developed plans
for open-air markets as Phase II of the Downtown Urban
Improvement Plan and there are insufficient funds to con-
struct the markets; and
WHEREAS, a grant application for construction of the
markets was submitted to EDA and chosen for funding under
the PWIP Program.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SANTA
ANA AS FOLLOWS:
That the City Manager is authorized to accept the Offer
of Grant from the U.S. Department of Commerce for $450,000 for
the construction of open-air markets with connecting street
improvements under the Public Works and Economic Development
Act of 1965, as amended, (P.L. 89-136), subject to the Special
Conditions and the Standard Terms and Conditions contained
therein.
