A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO AMEND RESOLUTION NOS. 82-110, 91-
066 AND 96-095 TO AMEND THE CITY'S BASIC
CLASSIFICATION AND COMPENSATION PLANS TO
CHANGE ONE CLASSIFICATION TITLE IN THE LIBRARY,
DESIGNATE ONE FULL TIME LIBRARY CLASSIFICATION
AS "TERMINAL," ADD TVVO NEW CLASSIFICATION
TITLES AND AMEND THE CURRENT ANNUAL BUDGET
TO REALLOCATE FOUR POSITIONS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1: The City Council hereby finds, determines and declares as follows:
Section 1004, Article X of the City Charter of the City of Santa Ana
requires the City Manager to prepare, install and maintain a position
classification and pay plan subject to civil service rules and regulations
and the approval of the City Council.
On August 2, 1982, the City Council passed and adopted Resolution No.
82-110 revising and re-establishing the Basic Classification and
Compensation Plan for Officers and Employees of the City of Santa Ana.
On July 1, 1991, the City Council passed and adopted Resolution No. 91-
066, re-establishing the Basic Classification and Compensation Plan for
classes of employment designated as unrepresented Executive
Management (EM) and Middle Management (MM).
On November 18, 1996, the City Council passed and adopted Resolution
No. 96-095, re-establishing the Basic Classification and Compensation
Plan for classes of employment designated as unrepresented
Administrative Management (AM).
On June 17, 2002, the City Council passed and adopted Ordinance No.
NS-2500, which establishes the City's Annual Budget, authorizing position
allocations for Fiscal Year 2002-2003, and which sets forth the
requirement that alterations in the allocation of authorized positions be
reviewed and approved by the City Council.
It is the City's practice to assign job titles that reflect the duties and
responsibilities of the classification and are consistent with other

classifications within the City's organizational structure as well as
comparable job titles in the labor market.
The Library Director proposes to create one (1) new full time classification
title, change one (1) existing full time classification title, and designate as
"Terminal" one (1) existing full time classification title.
The City Manager proposes to create one (1) new full time classification
title.
It is now desired to amend Council Resolution Nos. 82-110, as amended,
91-066, as amended, 96-095, as amended, and the Fiscal Year 2002-
2003 Budget, as amended, in order to effect these changes.
Section 2: That Section 3 of Resolution No. 82-110, as amended, is hereby
further amended by:
Designating as "Terminal" the classification of Senior Library Technician
by adding the parenthetical identifier "(T)" following the title, so that this
classification will be automatically deleted from the basic classification and
compensation plan upon being vacated by the last of the current
incumbents.
Adding the following classification title at the Salary Rate Range and
effective dates indicated:

*This SRR represents the scheduled increase for classes represented by the Service

Section 3: That Section 3A of Resolution No. 91-066, as amended, is hereby
further amended by:
a. adding the following unrepresented classification title at the Salary
Rate Range (SRR) effective on the dates indicated:

designating the newly created classification title of Executive Director,
External Affairs as Executive Management by assigning the
parenthetical identifier "EM" after this class title.
*Salary Rate Range to be determined per section 2A of Resolution No. 91-066, as
amended by Resolution NO 2001-077.
Section 4: That Section 3B of Resolution No. 96-095, as amended, is hereby
further amended by changing the existing unrepresented administrative management
classification title of Community Library Manager (AM) to Assistant Library Director
(AM), at no change to the five-step salary rate range currently assigned.
Section 5: That the Annual Budget for Fiscal Year 2002-2003, as amended, shall
be further amended by reallocating positions as shown below:

Section 6: That except as amended by this Resolution, all other provisions of
Resolution No. 82-110, as amended, Resolution 91-066, as amended, Resolution 96-
095, as amended, and the Annual Budget for Fiscal Year 2002-2003, as amended, shall
remain in full force and effect.
Section 7: That except as stated otherwise above, this Resolution shall be
operative from and after February 18, 2003.
