HomeMy WebLinkAbout84-146REL:adg 11/26/84 RESOLUTION NO. 84-146 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING CONDITIONAL USE PERMIT NO. 84-14 TO ALLOW A MOTEL ON PROPERTY LOCATED ON THE NORTHWEST CORNER OF FIRST AND LYON STREETS IN THE C2 DISTRICT WHEREAS, this Council held a public hearing on November 19, 1984 on Conditional Use Permit Application No. 84-14 to allow a motel on property located on the northwest corner of First and Lyon Streets in the C2 district, said application having been brought before this Council by Appeal No. 509 following its approval by the Planning Commission; and WHEREAS, prior to taking action on the said tion, this Council reviewed and approved the negative (IS 84-99) prepared for the project; applica- declaration NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based upon the evidence submitted at the abovesaid hearing, this Council finds and determines as follows~ (a) The motel is near the Santa Ana Freeway and will be a convenience to travel and to the tourist business. It is a logical expansion of surrounding development. It therefore contributes to the general well-being of the neighborhood and the community. (b) There is nothing to indicate that the motel would be in any way detrimental to the health, safety, or general wel- fare of persons residing or working in the vicinity. (c) The motel's design and overall aesthetic appear- ance will enhance the vicinity. The motel will be harmonious with other improvements in the area. It will therefore have no adverse effect on the present economic stability or future economic development of property in the surrounding area. (d) The proposed motel complies with City standards for parking, landscaping, building height and building setbacks. It complies with all zoning regulations for motel use. RESOLUTION NO. NS-84-146 PAGE TWO (e) The subject property is located in the Mixed Use Corridor designation of the Land Use Element of the General Plan. Motel use is compatible with such designation and does not conflict with any other provision of the General Plan. There is no specific plan applicable to the subject property. 2. Submit a detailed landscape and irrigation plan to the Planning Department for review and approval prior to the issuance of building permits. All air conditioning units shall be screened from public view on streets and residential property. 4. That guest stay be limited to 30 consecutive days. Permits and Inspections Submit 3 sets of engineered plans showing compliance with 1979 Uniform Building, Plumbing, Mechanical Codes, National Electric Code, Santa Aha Security Code, and State Regulations for Sound and Energy. C. Public Services Agency Prior to the issuance of a building permit complete the following: a) Dedicate the following street and alley right-of-way to the City. 1) Alley for a width of 10 feet from centerline to property line with a 10 feet by 10 feet 45° angle cut-off where the alley intersects Lyon Street. 2) A spandrel shaped parcel at the corner of First and Lyon Streets with a radius of 27 feet. EXHIBII A b) Submit an on-site drainage flow plan to the Public Services Agency for approval. c) Submit alley and street improvement plans to the Public Service~ Agency for required off-site improvements. d) e) Submit a revised site plan showing the drive approach on First Street located 28 to 30 feet westerly of the centerline as shown. The new drive approach centerline which will be approximately 1go feet west of the centerline of Lyon Street. Pay a drainage assessment fee to the Public Services Agency as required. f) Pay a 1% Transportation System improvement fee per Municipal Code Section 8-44. Prior to a utility release on any building complete the following: a) Remove and reconstruct the existing alley from the north alley property line to the new south alley property line per City Standard III across the entire project. b) NOTE: The portion of alley gutter existing and the pavement northerly therof may remain. The power pole existing must be relocated to the south side of the new alley. Remove and reconstruct the curb return including all other related facilities at the corner of First and Lyon Streets with a 35 feet radius curb return. Other related facilities includes the fire hydrant, traffic signal, utility vault venting, adjacent paving including drain gutters and any other related items necessary to complete the return, i.e., sidewalk landing with a wheelchair ramp, etc. c) .Remove and' close all existing drive approaches with curb and gutter as required both on First and Lyon Streets. d) Remove and reconstruct all existing sidewalk where damaged and construct sidewalk between existing curb and sidewalk with street tree wells. e) Plant street trees on First and Lyon Streets per City Standard Plan 124 as required by the Publtc Services Agency. f) Construct ornamental street lighting on Lyon Street with underground power distribution. g) Construct a new drive approach at the alley from curb to property line per City Standard 112A. h) Construct new drive approaches on First and Lyon Streets as approved per City Standard 112A. The Public Sqrvices Agency will post "No Stopping Anytime" signs on Lyon Street from First Street to the alley. Utilities Agency 1. Pay sewer connection fees. Pay costs of water service and fire protection facilities installations. Police Must comply with the provisions of Chapter 8, Article II, Division 3 of the Santa Ana Municipal Code (Building Ordinance). This applies to all new construction. 2. Upgraded Security Lighting Requirements a) Exterior doorways shall be equipped with a lighting device capable of providing a minimum maintained one footcandle of light at the base of the door. b) All walkways and aisles shall be equipped with a lighting device capable of providing a minimum maintained one footcandle of light between lights. c) Open parking lots shall be provided with a minimum maintained five footcandles at the base of the light on parking surface from dusk until dawn. d) All exterior lights must be equipped with vandal resistant covers. Light shall not shine away from subject property. 3. Special Requirements a) .Inter-connecting doors between suites must be equipped with approved deadbolts. Doors must meet solid core construction requirements. b) Special consideration shall be given to the following areas to make sure they maintain the recon~ended footcandles of light during all hours of darkness: 1) Sidewalks and walkways. Service yards and trash receptacle areas. 3) Outside refreshments or drink machine areas. 4} All stairwells. An approved products list is available through the Police Department which supplies information on tested products approved for use in compliance with the City's Building Security Ordinance. Fire The proposed 79 unit motel shall comply with all applicable sections of the 1982 Uniform Fire Code, California Administrative Code and City of Santa Aha Municipal Code which shall include but not be limited to: a) All portions of exterior walls on the first floor shall be within 150 feet of Fire Department access. Access shall consist of two separate but interconnected means of ingress and egress. Access shall be at least 20 feet in clear width. A 40 foot outside and 20 foot inside radius shall be provided. The total width must be continuously paved to accon~odate 40,000 pounds and shall not exceed the angle of departure for fire apparatus on any slope. Access roadways shall have a vertical clearance of not less than 13 feet 6 inches above the finished driveway surface. b) All portions of exterior walls on the first floor shall be within 15D feet of an accessible fire hydrant. c) A manual alarm system per 1982 UFC Appendix III c shall be provided. d) Portable fire extinguishers {minimum 2-A:IO-B:C) shall be provided.
