RESOLUTION NO. 84-169
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THE CITY OF SANTA ANA MAKING CERTAIN FINDINGS
AND DETERMINATIONS WITH RESPECT TO IMPROVEMENTS
TO BE FUNDED BY THE COMMUNITY REDEVELOPMENT
AGENCY OF THE CITY OF SANTA ANA PURSUANT TO
ITS PARTICIPATION AGREEMENT WITH HARBOR
SQUARE PARTNERS
WHEREAS, this Council, by Ordinance NO. NS-1637 adopted
June 6, 1982, approved and adopted the Redevelopment Plan for
the Santa Aha North Harbor Redevelopment Project, which plan as
thus amended is hereinafter referred to as the "Redevelopment Plan,"
WHEREAS, amonG the objectives of the Redevelopment
Plan are:
1. Creation of new employment opportunities.
2. Encouragement of private commercial/industrial re-
habilitation, development and capital investment.
3. Provision or replacement of public streets, alleys,
parks, sidewalks, sewers, storm drains, traffic signals, lightinG
systems and other public improvements as necessary; and
WHEREAS, on December 18~ 1984, the Community Redevelop-
ment Agency of the City of Santa Ana (hereinafter, the "Agency")
entered into an agreement (hereinafter, the "Participation Agree-
ment") with Harbor Square Partners for a shopping center within
the Santa Ana North Harbor Redevelopment Project Area; and
WHEREAS, pursuant to said Agreement, the Agency under-
takes to provide, construct or install, or cause to be provided,
constructed or installed, as required by and in accordance with
the technical specifications, standards and practices of the
City of Santa Ana, off-site improvements, including the following:

(a) Ail public improvements on the south side of
First Street as required for the improvement of said street
to its ultimate planned width, including street repaving,
curb gutter, sidewalks, street lights, relocations of existing
fire hydrant, telephone pole and traffic signal, and median
construction; and
(b) The improvements of both sides of Figueroa Street
between First Street and the south boundary of the shopping
center site, including repaving, curb, gutter and sidewalk;
all of the aforesaid to be publicly owned and being hereinafter
referred to collectively as the "Improvements."
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. The City Council of the City of Santa Ana consents
to the Agency's provision of the Improvements.
2. In giving such consent, the City Council finds and
determines as follows:
(a) The provision of the Improvements is necessary
to effectuate the purposes of the Redevelopment Plan.
(b) The Improvements are of benefit to the project
area established by the Redevelopment Plan and the immediate
neighborhood of such project area.

(c) No reasonable means, other than provision of the
Improvements by the Agency, are available to the City of Santa
Ana for financing the Improvements.
