RESOLUTION NO. 86-~
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA VACATING A PORTION OF
FRENCH STREET BETWEEN FIRST STREET AND
THIRD STREET, SECOND STREET BETWEEN
SPURGEON STREET AND A LINE 450 FEET EAST
OF THE EAST LINE OF FRENCH STREET, AND
AN ALLEY BETWEEN SPURGEON STREET AND
FRENCH STREET LOCATED NORTH OF SECOND
STREET AND SOUTH OF THIRD STREET
WHEREAS, this Council heretofore adopted on May 19,
1986, Resolution No. 86-41, wherein it declared its intention
to vacate, pursuant to and in accordance with the provisions
of Chapter 3 of Part 3 of Division 9 of the Streets and
Highways Code of the State of California, a portion of French
Street between First and Third Street, Second Street between
Spurgeon Street and a line 450 feet east of the east line of
French Street, and an alley between Spurgeon Street and French
Street located north of Second Street and south of Third Street,
as specifically described hereinbelow; and
WHEREAS, said Resolution gave notice that on June 16,
1986, at 7:30 P.M., or as soon thereafter as the matter could
be heard, in the City Council Chambers of the City of Santa
Ana, 20 Civic Center Plaza, Santa Ana, California, this
Council would hear any and all persons interested in or
objecting to said proposed vacation of said street; and
WHEREAS, this Council finds that notice of said hearing
has been published and posted in the manner prescribed by
law; and
WHEREAS, this Council, at the time and place set for
hearing, heard any and all persons interested in or objecting
to said proposed vacation of said street portions, and received
and considered all evidence submitted; and
WHEREAS, this Council finds from all the evidence
submitted that the said street portions described in "Exhibit A"
attached hereto, is unnecessary for present or prospective
public use, based on the following findings of fact:
1. Said street portions are not necessary to provide
access to the abutting property owner;
2. Said street portions are not necessary or convenient
for serving the flow of traffic; and

WHEREAS, pursuant to the provisions of ~2381 of the
Streets and Highways Code of the State of California, the
City Council does hereby find and determine that said street
portions are not useful as a nonmotorized transportation facility,
as defined in ~156 of said Code; and
WHEREAS, pursuant to the provisions of §8340(c) of said
Streets and Highways Code, the City Council does hereby find
and determine that the public convenience and necessity
requires the removal of any in-place utility facilities that
are in use in said street portions;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. That this Council does hereby order that that
portion of French Street between First Street and Third Street,
Second Street b~tween Spurgeon Street and a line 450 feet
east of the east line of French Street, and an alley between
Spurgeon Street and French Street located north of Second Street
and south of Third Street, described in "Exhibit A" attached
hereto and incorporated herein by reference, be, and the same
is, hereby vacated.
2. The Clerk of the Council is hereby directed to
cause a certified copy hereof, attested by her under seal, to
be recorded forthwith in the office of the Recorder of Orange
County.

A-10 SITE
ABANDONMENT LEGAL DESCRIPTION
That portion of Second Street as shown on that certain map of
Blee's Addition to Santa Ana, recorded in Book 4, page 545 of
Miscellaneous Records of Los Angeles County, California, and
that portion of Second Street as shown on that certain map of
Jennings and Fosters Addition to Santa Ana recorded in Book 12,
page 75 of Miscellaneous Records of said Los Angeles County,
bounded Westerly by the Northerly prolongation of the West line
of Block 1 of said Blee's Addition, and bounded Easterly by the
Northerly prolongation of the centerline of an alley, 10 feet
wide, adjoining Easterly Lots 6 and 13 of said Jennings and
Fosters Addition to Santa Ana, said alley as abandoned by the
City of Santa Ana by Resolution No. 77-26, a certified copy of
which was recorded February 28, 1977, in Book 12085, page 1808
and re-recorded April 18, 1977, in Book 12151, page 1265 of
Official Records of Orange County, California;
Together with that portion of French Street as shown on said map
of Blee's Addition to Santa Ana, bounded Southerly by the North
line of the Southerly 35 feet of said Blee's Addition, and
bounded Northerly by the Easterly prolongation of the North line
of Block 2 of said Blee's Addition;
Together with those portions of Lot 1 in Block 6 and Lot 5 in
Block 1 of said Blee's Addition enclosed within spandrel shaped
areas granted to the City of Santa Ana by deeds recorded August
17, 1981, in Book 14183, page 1351, and January 22, 1982, as
Document No. 82-025453, respectively, all of Official Records of
said Orange County.
Together with that certain 10 foot alley lying Easterly of Lots
8 and 11 as shown on said map of Jennings and Fosters Addition,
Excepting the South 35 feet thereof;
Together with that certain 12 foot alley in Block 2 of Blee's
Addition, as granted by Deed recorded July 18, 1930, in Book
402, page 186, Official Records, Orange County.
