RESOLUTION NO. 86-57
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AMENDING THE GENERAL PLAN OF THE CITY
OF SANTA ANA TO INCLUDE RESIDENTIAL COLLECTOR AS
A STREET CLASSIFICATION AND TO DESIGNATE FLOWER
STREET NORTH OF 17TH STREET WITH THIS CLASSIFICATION
WHEREAS, the Planning Commission, at its regular meeting
of June 9, 1986, after duly noticed public hearing, approved
an amendment to the General Plan to include "Residential
Collector" as a street classification and to classify Flower
Street between 17th Street and the north City limit with this
classification; and
WHEREAS, this Council has reviewed the initial environ-
mental study and negative declaration prepared for these
proposed General Plan amendments; and
WHEREAS, this Council, after duly noticed public hearing,
concurs in the Planning Commission's approval of the said
General Plan amendments;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. That the adoption of the said General Plan amendments
will not have any significant effect on the environment, and
the negative declaration prepared for said amendments is
hereby approved.
2. That the General Plan of the City of Santa Ana is
hereby amended as follows:
The Circulation Element is hereby amended
to include the classification of "Residential
Collector" street as defined on Exhibit A,
attached hereto and incorporated herein by
reference.
The Circulation Element is hereby amended by
designating therein that portion of Flower
Street between 17th Street and the north City
limit as a residential collector street.

EXHIBIT A
RESIDENTIAL COLLECTOR STREET
DEFINITION
The Residential Collector classification depicts a roadway with
unrestricted access that serves to collect traffic from local
residential streets and distributes traffic to the arterial
highway system. A Residential Collector is capable of handling
through traffic movement between two arterials.
The City of Santa Ana's Residential Collector classification is
similar to the Orange County's Commuter classification per the
County's General Plan Transportation Element and Master Plan of
Arterial Highways.
The typical dimensions of a Residential Collector are 56 feet in
right-of-way and 40 feet of curb-to-curb roadway surface, with
one lane of traffic in each direction. On-street parking may be
permitted.
