HomeMy WebLinkAbout86-078 REL:adg-24 7/24/86 Rev. 8/5/86 RESOLUTION NO. 86-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REQUESTING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION OF THE CITY OF SANTA ANA WITH THE STATE- WIDE GENERAL ELECTION TO BE HELD ON NOVEMBER 4, 1986 WHEREAS, a general election of the City of Santa Ana will be held on November 4, 1986, for the purpose of electing council members from wards 2, 4 and 6, and for the purpose of submitting to the qualified electors of the City certain proposed amendments to the City charter; and WHEREAS, there will be a statewide general election held on November 4, 1986; and WHEREAS, it is desirable that said general election of the City of Santa Ana be consolidated with the statewide general election to be held on the same date and that within the City of Santa Ana the precincts, polling places and election Officers be the same, and that the Board of Super- visors of the County of Orange canvass the returns of the special municipal, in all respects as if there were only one election; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: SECTION 1: That pursuant to the requirements of Section 23302 of the Elections Code of the State of California, the Board of Supervisors of the County of Orange'is hereby re- quested to consent to and order the consolidation with the general election of November 4, 1986, of a genera! election of the City of Santa Ana to be held upon the same date for the purpose of electing council members from wards 2, 4 and 6, and for the purpose of submitting to the qualified electors of the City certain proposals to amend the City Charter, which proposals shall appear on the ballot as follows: RESOLUTION NO. 86- 78 PAGE TWO Shall sections 101.1, 400, 401, 401.1, 404 and 405 of the Charter be amended to provide for the election of the mayor by the voters of the city at large as the seventh council member and to provide for six wards in the city? YES NO Shall sections 400, 401.1 and 404 of the Charter be amended to provide for election of 7 council members by ward, and an office of mayor be added to be elected at large, with a vote only in case of a tie and with a power to require a reconsideration of any matter with a 2/3 vote, elections for all to occur in November,-1988? YES NO Shall Section 403 of the Charter be amended to eliminate an obsolete reference to the expiration of council member's terms in April of odd-numbered years? YES NO Shall Section 419 of the Charter be amended to provide that one copy of the municipal code and the building codes of the city be retained in the clerk's office, rather than three copies? YES NO Shall Sections 600, 601 and 608 of the Charter be repealed to eliminate obsolete provisions pertaining to the establishment of the property tax rate by the city council? YES NO RESOLUTION NO. 86-78 PAGE THREE SECTION 2: Said Board of Supervisors is hereby authorized to canvass the returns of said special municipal election pursuant to Section 23306 of the Elections Code of the State of California. SECTION 3: The City of Santa Ana recognizes that additional costs will be incurred by the County by reason of this consol- idation and agrees to reimburse the County for any such costs. SECTION 4: The Clerk of the Council is hereby directed to file a certified copy of this resolution with the Board of Supervisors of the County of Orange and a certified copy of this resolution with the Registrar of Voters of the County of Orange.
