A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA
TO OPPOSE PROPOSITION 64 ON THE NOVEMBER, 1986
BALLOT CONCERNING MANDATORY TESTING OF AIDS VICTIMS
WHEREAS, The Federal Center for Disease Control,
well as all other qualified medical experts, have concluded that
AIDS is not spread by casual contact or by any means other than
unprotected intimate sexual contact or the sharing of blood
products; and,
as
WHEREAS, The California Department of Health
Services has estimated that implementation of a mandatory AIDS virus
testing program for high risk individuals alone would cost more than
$300 million without any demonstrable benefits from such a testing
program; and,
WHEREAS, Current State public health laws are
totally adequate to control the spread of AIDS; and,
WHEREAS, Policies promoting mandatory quarantine,
physical restriction or isolation, or testing are both ineffective
and potentially damaging as responses to AIDS,
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY
COUNCIL OF THE CITY OF SANTA ANA strongly opposes Proposition 64
harmful to California's and Orange County's humane, balanced,
effective and sound public health programs to fight AIDS; and,
as
BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF SANTA ANA opposes any effort to use the AIDS crisis to curb
civil liberties through mandatory testing, quarantine, reporting, or
discrimination in employment, housing, education, insurance or
health care; and,
BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF SANTA ANA urges additional funding for demonstrated
effective programs of research, treatment and prevention of AIDS as
an alternative to the misuse of public funds on counterproductive
and ineffective measures as would be mandated by Proposition 64.
