RESOLUTION 85-23
(Cross-reference S.A.U.S.D. Resolution No. 84/85-1300)
A JOINT RESOLUTION OF THE BOARD OF EDUCATION,
SANTA ANA UNIFIED SCHOOL DISTRICT AND THE
CITY COUNCIL OF THE CITY OF SANTA ANA TO WORK
COOPERATIVELY IN MITIGATING THE IMPACT OF
GROWTH UPON ESSENTIAL COMMUNITY SERVICES
Inasmuch as, based on present trends, both the Santa
Aha Unified School District and the City of Santa Ana are
estimating that the community's population will grow 13-14 per-
cent during the next five years; and
Inasmuch as, both the District and the City recognize
the critical relationship of high quality community services to
the City's ability to attract superior development/redevelopment
projects to the community; and
Inasmuch as, both agencies have expressed a desire to
work cooperatively in alleviating any negative impact of such
projects upon essential community services including education,
recreation, traffic safety, cultural services, fire safety,
accident prevention, etc.; and
Inasmuch as, all members of the greater Santa Ana
community acknowledge the reality that the community's youth
represent its future and that these youth are directly affected
by the quality of the City's essential services; and
Inasmuch as, there are opportunities for both the
District and the City to cooperatively improve the quality of
the Community's essential services to Santa Ana's youth in the
following specific areas:
identification/purchase of land for new school
facilities

construction/financing of new school facilities
as an alternative to development/developers fees;
early and positive participation by both agencies
in each other's planning activities;
continuing mutual development of quality educa-
tional, recreational, and cultural services
(i.e., Santa Ana Stadium, Santa Ana High School
Civic Auditorium, Park/School Sites.
Inasmuch as both the School District and the City have
indicated a desire to set an agenda for the timely resolution
to the above mentioned issues, the following actions shall take
place:
The City shall commence as soon as possible
to review all elements of the City's General
Plan and create an Education Element of the
General Plan.
The School Board and City Council shall hold
semi-annual meetings addressing these issues
and other issues of shared concern.
The City Manager and School District
Superintendent shall meet quarterly.
Staff liaison from the City and School
District shall meet on a monthly basis.
NOW, THEREFORE, BE IT RESOLVED, that the Santa Ana
Unified school District and the City of Santa Ana will work
cooperatively to mitigate any negative impact of continuing
growth in the community on the essential services provided
by both agencies, including a timely amendment to the General
Plan of the City of Santa Ana to include future school sites
in order to enhance educational and recreational facilities/

programs, and to enhance current educational and recreational
facilities/programs so that they are second to none and, thus,
will enhance the opportunities for positive growth in Santa Ana.
AND BE IT FURTHER RESOLVED that the Santa Ana Unified
School District and the City of Santa Ana will pursue a continu-
ing commitment to excellence in the quality of education provided
to all children by Santa Ana schools through joint and cooperative
planning and efforts.
