HomeMy WebLinkAbout85-050RESOLUTION NO. 85-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA FINDING THAT THE ENTERPRISE ZONE APPLICATION AREA IS A DEPRESSED AREA WHEREAS, the City of Santa Ana is eligible to apply for authorization to designate an Enterprise Zone area; and WHEREAS, census tract numbers 744.01 and 750.02 within the City of Santa Ana are eligible to be included within an Enterprise Zone, under the California Enterprise Zone Act (Nolan, AB40); and WHEREAS, the application area demonstrates symptoms of urban distress including high unemployment, under investment, low income and overcrowding; and WHEREAS, the City is desirous of establishing the application area as an Enterprise Zone to promote private investment and development for job creation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. That the City Council of the City of Santa Ana designates the area encompassed by census tract numbers 744.01 and 750.02, whose boundaries are outlined in attachment A as the enterprise zone application area. 2. That the City Council of the City of Santa Ana finds that the application area is a depressed area. 3. That the City Council of the City of Santa Ana finds that designation of the application area is necessary in order to assist in attracting private sector investment to the application area. The proposed application zone encompasses all real property within the following described perimeters beginning with the southwest corner of Flower Street and Tenth Street, east on Tenth Street to French Street, north on French Street to Seventeenth Street, east on Seventeenth Street to the western right of way line of the Santa Ana Freeway, southeasterly along the right of way line of the Santa Ana Freeway to Chestnut Avenue, west on Chestnut Avenue to Ross Street, north on Ross Street to Walnut Street, west on Walnut Street to Flower Street and north on Flower Street to the point of beginning. All boundaries are marked from the center line of the street. The boundaries for the proposed Enterprise Zone were chosen because they constitute the outermost boundaries of the eligible census tracts.
