RESOLUTION NO. 85-93
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE APPLICATION
FOR FUNDS UNDER THE CALIFORNIA SENIOR CENTER
BOND ACT OF 1984 FOR CONSTRUCTION OF SOUTH-
WEST SENIOR CITIZENS CENTER
WHEREAS, the people of the State of California have
approved the Senior Center Bond Act of 1984, which provides funds
to public and private non-profit agencies for the purpose of
acquiring, constructing, altering or renovating SeniQr Centers
and purchasing equipment or funding startup costs for Senior
Centers; and
WHEREAS, the California Department of Aging has been
delegated the responsibility for the administration of the program,
setting up necessary procedures governing applications by public
and non-profit groups under the program; and
WHEREAS~ said procedures established by the California
Department of Aging require the applicant to certify by resolution
the approval of applications prior to submission of said applica-
tions to the State; and
WHEREAS, the project applied for under this program
must be of a high priority and satisfy the most urgent nee-d with
priority on unmet Senior Center needs from rural, low income and
racial or ethnic minority areas.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Approves the filing of an application for funding under
the Senior Center Bond Act of 1984;
2. Certifies that the Senior Center will be available for
use by all senio.r citizens;
3. Certifies that said agency has or will
funds or other resources to operate and maintain
funded under this program; and

5. Certifies that said agency will comply with all federal,
state, and local environmental, public health, relocation, affirm-
ative action, and clearinghouse requirements and all other appro-
priate codes, laws and regulations applicable to the project; and
6. Certifies that the project included in this application
conform to the Area Plan on Aging for the Planning and Service
Area in which the Senior Center is located; and
7. Appoints the City Manager as agent of the City of Santa
Ana to conduct all negotiations, execute and submit all documents
including, but not limited to, applications, agreements, amend-
ments, payment requests, reports, and so on which may be necessary
for the completion of the aforementioned project.
